Texas incarcerates more people per capita than any country in the world, and suffers from a staggering 60% recidivism (re-offending) rate. This means that almost 3% of all people in Texas are currently under some type of supervision, and more than half of those will be re-arrested after release. This system of mass incarceration is unsustainable and extremely detrimental to Texas communities. Though there are many causes for the explosion in incarceration rates since the 1980's, there must be a better way to prepare people for release from these institutions.
In Norway, a country that incarcerates its citizens at less than 8% the rate of Texas, a focus on rehabilitation has helped the country achieve a remarkably low 20% recidivism rate. The Halden high- security prison, which Time Magazine recently called "The Most Humane Prison in The World," has adopted policies to better prepare people for reintegration into society. Some of the successful policies at Halden are community/college atmospheres where "pupils" (not "prisoners") learn meaningful job skills and interact with guards and staff as peers. Instead of bars, Halden has multi-million dollar art installations and impressive green spaces. Why can't Texas create innovative and rehabilitation-focused prisons with shorter, more effective sentences?

"Why do we fail at rehabilitation?" You fail because you have privately owned prisons, who got no interest in rehabilitating the prisoners. They WANT them to come back for their own gain.

In the end even Norway thinks about the profit and gets it - most of the rehabilitated prisoners will pay taxes when he is back in society and since they even receive good education he will be able to pay even more taxes in the end. Most of the Americans are just not able to think several steps ahead, your elected leader is just one funny example.

The speaker has failed to address the crucial fact that US prisons are profit-orientated businesses and Norwegian prisons are public institutions. That's a grave oversight.

Not all US prisons are privately owned. Just something like a third. Yet all have this cultural problem of prioritising brutal punishment for the bad guys (including drug users, prostitutes and such) over success at rehabilitation. The part of looking down on animal prisoners and spending only a fraction of a dollar on their food, but then happily spending as much as norway spends on rehabilitation on guns, guard dogs and cavitiy searches. That is a general cultural problem of america.

@Jason Fisher While only 8-10% of the US prison population is in a private prison, that has increased with around 40% the last 20 years and will most likely continue to grow. In addition, you will see that the states with the largest amount of private prisons also have the largest percentage of people in prison. So while some states have no private prisons, others have a good amount and their citizens suffer for it. They lobby longer and harder sentences and laws that make it harder to succeed once you get out.

There are a lot of things in the American system that would need to be fixed to efficiently adopt the Norwegian system, he did for example mention the draconian long prison sentences that themselves deprive criminals for any hope of a future, but going into detail of all of the obstacles would take away from the point that a solution is needed where people learn to be more humane if you want to integrate them back into the society. He didn't argue about copying the Norwegian system in entirety, just that similar principles is needed if similar results are to be achieved.

The reason you fail is because the system is _designed_ to fail. The Private Prison Industry wants people locked up for long times even for petty stuff like smoking weed for example. They also want high recidivism rates because it means more 'return customers'. It all boils down what generates the most profit for them.

thank you Ryan Cox. Horrific treatment in the USA. This land with so much potential falls short in so many ways. I love this land - yet - so sad how we manage our prison system. Is it arrogance that keeps us from looking at other options in the care of the people? It is time for us to wake up

And the fourth reason US prisons fail at rehabilitation is that more and more prisons are run for profit. It is in the best interests of these types of prisons to have a high rate recidivism.

The rise in prisoners can be directly correlated to the introduction of the private prison system, where corporations negotiated deals with the state judicial system to ensure that they always had full beds. This means longer sentences, more comprehensive sentencing, creating stronger penalties for what were once misdemeanors and we all lose. And it's a system that invites abuse, as was seen with Pennsylvania Judge Mark Ciavarella who sentenced juveniles to long prison terms for minor infractions because he was getting kickbacks from the corporate prison provider. He eventually went to prison himself, for life, but that doesn't undo the damage he inflicted on thousands of innocent children and those who died, several from suicide, others in the prisons, and their families. The US prison system is a shameful statement to the disregard for individual liberty in the name of corporate profits.

Everything can be solved by turning it into a commodity in a market. But humans are not "goods" They will notice it if you treat them like a thing. They will notice the difference. If there is one thing people who have lost their way need, it is this: to re-discover their own HUMANITY. To discover that they can find a way to be a good and decent person. For that to happen they must be TREATED as such!

One final aspect regarding the costs is that it doesn’t factor the additional social costs beyond the prison stay - more policing in the US, loss of taxation in unemployable post-convicts, higher medical fees for guards who experience far more cases of anxiety and depression, etc etc.

Like everything in the USA, even the prison systen is built to make money! It's not about rehabilitation because the system is MADE to reoffend. The privatisation of prisons is a big part of that!

Everything is about extorting the poor to feed the rich. The less well off do not want Medicare For All because the rich will have to pay more tax. It cannot be because they have great healthcare because they are the thirty million people who unable to afford healthcare insurance. They do not want Free Public College/University because they might get as good an education as those who can afford Private College/University. In case anybody wants to know, I went to Kent and Graduated from Kent School of Law. They do not want Student Debt paid off because the very intelligent people who graduate from a Public University may be able to follow the career that they studied for but keep them working pay check to pay check jobs to pay off their debt. It is in truth the Middle/Working Class that dictates what goes on in the country because 90% will always be bigger than 10%.

The main reason our prison system doesn't work is because prisoners have to join gangs to survive it. I've known a handful of people that went to prison for non violent crimes and they come out like monsters.

In many European countries, prison is divided up by type of crime, length of sentence and age of the prisoner, specifically to NOT have young small-time criminals around hardened killers and gang leaders, to ensure prison does not make people into worse criminals than what they went in as. "Surviving" prison is also a lot less hard to do when the prison freely allows and/or provides the prisoners with the things people kill for in US prisons. If the ultimate goal is to rehabilitate people, you'll do everything in your power to not make matters even worse.

@@k50atze It is hard to see what you are trying to get at but I will try. Prisoners in many prisons have no say about joining a gang, you do or you die. It is without doubt that the Criminal Justice and the Correctional Systems are 100% failures. A country that holds more than 25% of the world prison population is doing many things wrong because it does not learn from its own mistakes and the better systems in operation in other countries. I am not saying we should copy those nations but we should learn where the failures are in our onw systems.

It works because we are all aweare that we need eberybody to contribute to the wellfare state. We invest in them to make them productive citizens who pays their taxes and give back what they cost society in their crime. It is far more expencive keeping people locked up for years on end, and they will have learned nothing. It's logical 🤷🏻‍♀️

I find it ironic because from 1980 onwards, inequality divide really started to get worse just at around the same time a lot more people are getting locked up, the two seem connected.

One of the reasons crime rates in Norway are so low. Even if you work at a fast food restaurant or something similar you get a living wage.

@@Unni_Havas Also prisoners are treated better in those countries, I remember watching a program on tv where an American warden when to one of the Scandinavian countries to see how they run things and he almost looked disgusted with what he saw, I remember him saying that a lot of the prisoners are treated better being locked up then many Americans are that are free which was a supprise.

its not the prison that works, its the society they're released back into.. Norway is one of the richest countries in the world with a small population, no one has to turn to crime to survive, people turn to crime mainly for addictions, narcotic money debt etc.. We have to remember it's not the police who prevent crime, they mainly solve crimes after they've happened, the biggest preventer is the risk.. when you have a prison like this you remove a lot of the risk of committing a crime, your society has to be good enough to offer a better choice than risking crime. But in a country where people can go bankrupt from medical bills, rich and poor children have different education oppertunities and everyone is armed with weapons; a prison system like this would turn the entire country into a war zone, there's no risk for crime, the prison life is literally better than the outside for many over there.. Sure you should treat the inmates good, but even if the inmate had a playstation in his cell and isnt angry when released he still needs to fight to survive when all he owns is the clothes on his back.. In norway the unemployment check gets you basic quality of life, education is free, some even pay you like criminal care career (correctional officer) is paied education.. You cant look at the prison itself for answers, you need to look at the society you're releasing them into..

Very interesting indeed, I'm a kiwi and I'm shocked at your law's, so many year's for a minor crime! Here in nz life is 10 yrs & whilst in jail they get every option to change, ie church education & so forth, if you stole a car here you would get pd if done it several times mabee 18 months? You do half if your good! Personally I think we are too lax especially on Pecos & violent crime's, but your laws are ott your police are ott and the death penalty just sickens me!

At least in Scandinavia (Norway you compare with) a very big part off the crminals in prison are drug addicts, legal- or illegal drugs. As long as the drug problem remains they will end up criminals over and over.. So it is vital to understand why citizens start with drugs and to help them quit- if we are to reduce the number off inmates.

In Finland maximum sentence is 21 years (life sentence). You can get pardoned by the president of Finland after half of that. Although IF you are insane and dangerous you can be locked up forever. For instance this case : en.wikipedia.org/wiki/Jammu_Siltavuori Pedophile killed 2 eight year old girls in 1989. Sentence was 15 years. He should have have gotten out of prison in 2004 but he was involuntarily commited to mental hospital and died there 2012. IMO that guy deserved to rot. So technically there are no life sentances here but this can also be the case.

In USA u go to prison for alot of stuff, where in other countries is a "good" talk to the police. One program i saw, where a police had a "Chase" of a car without taillights. Police saw the car had for a few second direction of another car, and suddenly "treatening With Deadly force. 6 Years in prison.... even thought driver had right after found a desent stop. In norway it had resulted in a small talk, where police gently ask u to change lightball

The problem is that if you do this in the US, poor people would want to get in there because it's better than out in the real world. In Norway, the poor people aren't really that poor, they're not starving, they get a place to live, basically they get help as long as they are looking for a job (I think that's the deal, I am not quite sure).

You are quite correct. The norwegian concept could not be taken in to use in the US as is because of that reason. However, there must be something else wrong with the US if there are so many shitpoor people :P And you don't really even need to be looking for a job to be supported by the government in Norway.

That Texan prison cell is one of the posh ones. This cell does actually have natural light entering it. It is also larger than most prison cells. I have seen many prison cells during my life (I am a lawyer) that were as little as nine by five feet but ten to twelve long by six to eight wide is probably the normal range.

Rehabilitation also requires a population that accepts the returning ex-inmates and gives them a chance. If you train people in prison for a normal life but have a society that actively denies those people a return when they are released, you're being extra cruel to them. The US system echoes the population's view: You're a bad person, we want nothing to do with you. If you want to change the US prison system, you also need to change the US population and their perception about what a prison is there for.

He is correct when addressing that USA isn't mentally prepared for the Norwegian type prisons. And of course some is based on economy, but he misses the mark on one other major point. In the US there is a big component in prisons that they shall punish criminals. I doubt that the American people would handle a Norwegian style prison in that regard. It isn't punishment enough. And that is a fair point. In Norway we look at it a bit differently. The punishment is the isolation from society. We don't need them to suffer more. Main reason is that the prisoner one day will be someones neighbor. It is in all our interest that the time in prison prepares the inmate to life outside. The prison shall act as a school to make a good neighbor. Any dehumanizing prison time will create a horrible future neighbor.

if Canada & USA separated mentally ill & drug addicted prisoners from the others (if any) maybe they could manage to create workable rehabilitation programs,? couple that with lower sentences and training, employment programs after release and the recidivism rate might go down. What about the mentally ill/addicted prisoners in Norway? What is the outcome for them?

Also, train the goddamn CO's and police in general. CO and police training in the US is a damn joke. Most people won't even have a training for more than a few months. In Norway the CO's need a degree that takes two years to complete, in Germany police officers have to do a three year long training before they could be the lowest of the lowest traffic police.

It is not entirely correct that the maximum sentence in Norway is 21 years. We have something called "forvaring", which is reserved for the absolute worst. It is best translated to "storage". You will get a minimum sentence plus that if you have done something really bad. Like what ABB did. There is no way he will ever get out.

The prison-industrial complex doesn’t want the U.S. to reduce recidivism. Mass incarceration’s is a huge money-making enterprise. Private prison contractors are a powerful lobby, and prisoners are used by many corporations as forced, virtually free labor, which knocks many citizens who need decent-paying jobs from getting them. The war on drugs has generated many prisoners who are treated a commodities to be stored in the warehouses of prisons. Prisons are built with the intention to fill them up with poor people. These facilities cost so much, and not just in money. We dehumanize people and then send them back into society without any resources and with so many obstacles to success. We set them up for failure and then blame them for failing. How effed up is that? Despicable.

I regret to say that the Netherlands is also one of those countries that has no maximum sentence of 20 years, you can still get life in prison. The Netherlands does little for rehabilitation, the prisons are very American-like in many ways. Concrete, bars, fences, as much distance between guards and prisoners, a SHU for punishment up to two weeks (often a few days), just for not following rules. Also in psychiatric hospitals they use the SHU (being called a separation cell) a lot, not as much as until the zero's but still too much.

From what I've seen online, I'm not so sure if what you said was completely correct. But if what you said was correct, I'd find it quite shocking, considering how I thought the Netherlands was one of the most politically correct countries in existence. This is becuase of relatively loose drug laws, having one of the most sex positive cultures in the western world, and having a restrictive firearms licensing system with a limit of the ownership of 5 firearms at a time (as for both aspects of the firearm law, I disagree with it), except for antiques, airguns, and crossbows. No, not really. The netherlands has life however it only applies to murder and of the 250 people sentenced to murder every year no more than 4 get life.

Elmo Dogood Sorry, I missed that one earlier. ;) Let's put it like this, they are less bad than American prisons, but not good at all. We should learn from Norway. Not sure if I mentioned it, our police even takes people hostage for not paying fines as additional punishment. Good luck paying for the fines that way if you get fired because you can't work. The SHU is being used as a measure of discipline. Don't even get me started on some prisons where some criminals have become the boss and where the guards have become corrupt. In our psychiatric hospitals they used to lock up difficult to handle patients in an isolation cell and tie them to the 'bed' that much that the Netherlands was one of the countries where it happend most all over Europe. That doesn't mean that all the psychiatric help is horrible, it depends on what you look at. The prisons are however very much old fashioned. Indeed, life realy is life in the Netherlands. 30 years is the next highest punishment. The Netherlands belongs the more severe punishing countries in Europe and the Dutch cops belong to the most trigger happy cops (arrest fire, when a suspect runs). Of course, the USA is not a fair comparison, not any country can compete with the USA in that regard. For me Norway is the standard we should aim at but we are very far removed from it. The Netherlands is progressive in some regards but not nearly in all matters.

Peter Jansen To me, we should adjust the system to the culture that it serves, because Norway is more egalitarian and has less of a hardcore crime or "thug" culture. If it works for them, good. But I don't believe that it would work for everyone else without some adjustment. If you're interested, I reccomend reading the article "Norway’s New Prisons: Could They Work Here? ".

Good video, except for the sentencing part. I do not care about how the maximum sentence in Norway or Mexico is twenty or thirty years. Murderers and what not must get longer. In Norway the mass murderer Anders Breivik could be out in twenty years! Keep life sentences, and the death penalty too.

Actually not true. The Norwegian system and law is made so that prisoners who are too dangerous to let out to society and are considered not to be rehabilitated, in theory can be kept in prison until they die. And the maximum sentence in Norway is 21 years of custody (life in prison). When 21 years of custody have passed, a security evaluation will be made and if the prisoner is considered too dangerous they will be sentenced to another 5 years. After another 5 years the same security evaluation is made and so on, theoretically for the rest of the prisoners life.

Hauke Holst I think the concept of sentencing someone to death is contradicting in itself. Aren't you basically a murderer if you sentence someone to death? Especially if the person was innocent. If I believe that something is wrong like killing people I definitely wouldn't want to do it myself because then I'd consider myself just as bad as that person.

@@NameGoesHere341 Well, yeah? If you do a crime, you get punished. If it is severe enough, you are ripped of your freedom. And you have to stay in jail. Doesn't mean that jail has to be a place to foster anger and resentment. Convicts are still people, and we need to rehab those people so they can get back in to society. I fail to see what's difficult about this topic.

This Video is now 7 years old. Which changes has made in the justice and prison System since them? Does mentally ill people get the right treatment instead of life behind bars? Did the US decriminalized people disease like drug and alcohol disease? Do US understand that taking the freedom is the punishment. Treat the US Justice system the criminals with human dignity in jail? If not, I thing the US is not willing to learn from other countries. Europe has proven several times, that our treatment in general brings a society to a more security and safer life with the criminals. For 30 years, the USA was a Dream for me to live, eventually brainwashed by Hollywood Movies and Series, but what I see today (and I am yearly in the US for Business) is more comparable with a third world country. Its a pity to see for my US friends, what this country looks like today. This country is in so many ways behind the western world standards, its unbelievable for me, that anybody from the US really thing they are the best country on the world. Greetings from Germany.

He may be on to something. Lets take a look at prisons in 3rd world countries or poor countries. Mexico's crime rate is horrible. Look at the way citizens are treated in that country in regard to education, poverty etc. Take a look at Latin America as well. Same deal. Look at us here in America, we are significantly higher in the civilized ladder as well as economically yet, regress in rehabilitation and crime due the circumstances.

This presents a real emotional challenge to victims of horrific crimes. I watch the prosecution of Larry Nassar after he molested over 150 girls and I wonder how many of his victims would say that a Norwegian prison would be a great place for him to serve his sentence. If someone murdered my whole family, I would find it hard at best to accept that a place of luxury like this is the right place for them to be...it would very unjust indeed because our instinct is to make people suffer when they wrong us.

I jist think, that the mental issues gets more as more is diagnosed on being not according to standards. And the US...I mean, it seems that many people have so many mental health issues. Nearly every american has anxiety, burn out or whatever. Integration in society and a constant flow of health care and even educating people is an issue. You seem to drag your whole population to believe to be mentally ill. Some of those are just uncomforting, normal reactions of personalities, but they are seen as deseases. You are going way overboard trying to make every person an overwhelmingly open and interactive person, instead of letting people be what they feel comfortable with. You simply have quiet people. We in Europe tend to go this route as well now, where every of your jobs include talking in front of people and being "makers" insead of appreciating other characters and their benefits for a group/company/etc.

The speaker FORGETS people are free to make choices, you CAN CHOOSE to be a criminal, and when someone CHOOSES a life of crime, chooses to harm others, are we simply to allow that person to roam free to do as they wish? And the speaker mentioned China's incarceration rates then the next sentence, he mentions mental health, which in China, ANY MENTION of mental illness means that friend or loved one will be locked away...FOREVER... the Chinese government has a VERY VERY VERY DIM VIEW TOWARDS THE MENTALLY ILL...get that right and do you actually Xi OR Putin are going to tell OUTSIDERS about the conditions of their prisons...because if you believe that...I have some great ocean side property I wish to sell you in Arizona... our government are "more honest" than either Russia's or China's...America IS NOT PERFECT but you're basically free to choose any HONEST CAREER you wish to choose and you're free to live how you wish...just as long as you don't wish to harm anyone else... this video is very flawed... that's too bad, the speaker speaks with a lack of understanding of how things really are.

+Noneya Business No. The reason for that is that regardless of how nice the prisons are or how terrible it is to live outside, there is no freedom. The Norwegian system is based upon rehabilitation, yes, but the "punishment" is that you're not allowed to talk to your family and friends for more than a certain time. You will end up feeling lonely, and that in itself is a punishment.

Bjørn Wikan The inmates can buy dvd's to watch on their tv, they prison and police also arranges small "prison trips" outside, it's not diet limitation, because the ingredients are both chosen by the prison itself for good nutrition and what the inmates wishes themselves, and why do you need high allowance when you never need to buy expensive things?

Every culture is different, and I'm not so sure if the Norwegians have quite as much of a thug culture as parts of the U.S. does. Again, I believe in finding a good middle ground.

well in the case of we wanting to make our entire state private, that we are stopping some of our programs in jail, that we are having more and more dirty elections... and yes americans are VERY sucsessful just look at that dept... very impresive. we do also have dept but that dept is well over the head... at some point that dept will be problematic.

eidane The majority of people are happy or comfertable enough with the current system for it to remain in place. The few norwegians who want to live like americans usually imagine that the US haven't had a social regression since the 90's and belive that they remain as a cultural highlight of the world. As for the debt: Norway is currently one third of his gdp in debt, while the US is more than it's entire gdp in debt. Also we have the world's largest investment fund as support.

If the cost of each inmate is approximately the same, and Norway have less than 20 % rearrested, and US around 60 %. I guess we invest our money better than they in US.

I not sure, but I think Norway is 4th in the world regarding personal weapons pr capita. 2nd and 3rd is Finland and Austria. Both countries has the same low crime rate as Norway. There is something wrong with the culture in US.

What you should learn from the most humane prison in the world, however, is that it is not the Norwegian prison system that works, but the extensive cradle-to-grave nanny state welfare system. If you remove the extensive cradle-to-grave nanny state welfare system, the world's most humane prison would not work at all.
