The Ender Dragon has multiple hitboxes. It only takes full damage in case you hit it on the head. Otherwise the damage is reduced according to the formula: (Initial damage / 4) + 1; It means that if you are to deal 100 damage to the dragon, but you miss the head, it only takes 26. 🤓🤓🤓☝☝☝

There definetely should be a cap to how much damage it can do. I think somewhere around 50 or 70 should be fine. Being able to one shot a mob like the warden is super OP. Especially since it's supposed to be so powerful your best bet is to just not engage with it.
