In Izuku's defense, King Piccolo was a villain and Piccolo himself was at the very least an antagonist until Radditz forced them to team up and then Gohan softened him up. Also, he doesn't look more out of the ordinary than Mina.

and yet gohan going to school was how he even met videl. So If we're talking an alternate timeline, where he goes to this school instead of the regular one, it could be believable. You could even make a plot where the villains find out that he's technically a human/alien hybrid. Have them take a sample of his DNA to add to the experiments. Resulting in something that would require the full group of students and teachers to take down (imagine a better version of bio-broly). So maybe kid goku would work better if we take him at the end of dragon ball in his teens. Weirder things have already been made with this concept. Not just evolution coming into existence

JaxBlade EXACTLY AS MUCH AS I LOVE OTHER SHOWS PEOPLE NEED TO UNDERSTAND THAT DB UNIVERSE IS LITERALLY THE STRONGEST!

I think All Might would give Saiyaman a bad time if the latter didn't transform. The thing is, Dragonball attack potency for striking and ki-attacks is completely inconsistent (mostly due to Toriyama getting careless in power escalation). Jiren blew away that Maji-Kayo guy with an attack that looked just like All Might's attack that splattered the sludge-monster, and Super-era Goku started sweating when he saw it. Freeza threw an attack at Hakaishin-Toppo that was "strong enough to destroy a planet" and expected it to damage him (partially attributable to Freeza losing his composure, but also implies that planet-busting even for DBS characters isn't something to be laughed off unless they're top-tier in terms of power). Plenty of attacks made by characters in Super miss their marks and hit a planet, but don't blow it up even though some people are convinced that those attacks are 'hyperverse-level' or some nonsense. The Gods of Destruction (GoDs) and Zeno are currently the only DB characters I see who have attack-potencies that credibly line up with how strong the fans hype them up to be. Red God Goku needed Beerus' help to mess up the universe because Beerus used Hakai energy, the only other time something like that happened was when Beerus and Champa, both GoDs, had a slapping contest in the baseball episode. The King Piccolo arc in Dragonball is kind of where the feats in the fight-sequences for non-GoD characters hit a wall and stopped noticeably increasing. Mountains blow up at the same sizes, the fighters zip around 'faster than the eye can follow' like they always did, etc. Planet-destroying attacks generally get fired off after a minute or so of powering-up. It has to be that way because if it weren't the villain would just sneeze and blow up the planet they were on the instant the fight started, or they'd be punching each other into orbit or through the planet's core every-other second (which would be kind of cool, until everyone died from not having air to breathe).
