I propose this story. After defeating Majin Buu/Kid Buu, Goku's wish is not granted because they fear a person with that potential. At the same time Buu has messed up the universe too much and they decide to send the soul away to another universe. In this version of Dragon Ball there is no Super and all the things after the end of the canon Dragon Ball. So there's no Beerus and all the others. Buu is not like the others and no one wants him there. Buu's soul is sent to the Naruto universe and arrives just as Kurama is about to be sealed. Buu also ends up sealed in Naruto. Minato and Kushina are dead. Buu's soul cannot escape, but it is not a bijuu and is only a soul. At that point it was is only chance to join or be absorbed by Naruto. The problem is that Buu's soul is a mess and this arrival awakens Ashura's soul. Ashura is forced to fight with Buu for Naruto or Naruto would be like Buu or similar to Gaara before his defeat against Naruto. Normally Ashura would lose, but he requests the help of Kurama who despite everything does not want to have problems with Naruto. Kurama is scared of Buu and his jinchuriki with that power and personality is a disaster. It's not enough and Minato and Kushina souls must also intervene. The population keeps aside and doesn't want anything to do with Naruto, but there are almost no hunts or beatings. One person in particular, an Uchiha who has lost his wife and son, has no interest in what others say. He knows he can't kill him, but he can beat him and put him in tsukuyomi. This Uchiha has mangekyou with Tsukuyomi. He is not as powerful an Uchiha as Itachi, Obito and Madara, but he knows the methods of training and various jutsu. This takes place around the time of the treaty with Kumo where Hinata then gets kidnapped and everyone is busy and no one thinks about Naruto. He captures Naruto and tortures him and puts him under tsukuyomi. Only he didn't foresee that Buu's abilities and memories would activate as a defense. The Uchiha is absorbed and Naruto gains jutsu and kekkei genkai as well as increased power. Everyone is busy and Naruto manages to get home without anyone finding out at the time. After a while the Uchiha notice the disappearance of their clan member and he is searched for by Konoha. Nobody finds him and this increases tensions in the village. Meanwhile Naruto is convinced by Kurama and Ashura not to say anything and not get into trouble until he becomes powerful enough. So until he becomes genin he will behave like canon Naruto. Naruto isn't too different from canon, but he has the knowledge and skills of that Uchiha, Buu and Ashura is training him with the rest. So he is dead last until the exam where he will shock everyone. The Uchiha massacre happens. The exam shocks everyone and Naruto has to reveal everything to Hiruzen. With the Uchiha dead for years and Sasuke only thinking about revenge it is important not to lose Naruto. Naruto is rapidly getting stronger and can now use half of Buu's power which is immensely powerful for the Naruto universe. Consider that already Vegeta in the Saiyan saga can destroy the earth. Furthermore, Naruto can no longer be killed in the normal way. Once he reaches the age of maximum power (let's say 25) he will no longer age and will be almost immortal. In the shinobi universe there are no attacks powerful enough to completely destroy him like in dragon ball. An alternative perhaps is the rinnegan and shinigami, but there is Kurama and Ashura to consider and Naruto will not stand still and get hit. Enemies can also be absorbed and give them additional power and abilities. Madara and the Otsutsuki will have immense problems with this Naruto. This behavior shows that Sasuke is not suitable to be a shinobi and above all not suitable to be in a team. Also think about shadow clones who cannot be destroyed by normal attacks because they have the same abilities as Naruto and reform if they are not hit by powerful jutsu. Naruto has Buu's abilities, but he also has Ashura's and Hashirama's. Sasuke doesn't behave badly, but he doesn't bond with his teammates and that's a problem. He also wants it as a weapon against Konoha believing that making it powerful will be a good thing against Naruto who he hates. akatsuki knows some information about Naruto, but not how powerful he actually is. Naruto constantly holds himself back and no one has seen him at his fullest. The maximum of his power is not possible or goodbye planet and solar system. What Obito and Zetsu didn't foresee is Naruto absorbing Konan and Nagato by obtaining the rinnegan and ruining their plans.
