Why do you have to use 2 ris

I assume you mean 2 ris as in 2 resistors, it's because voltage splits across the resistors based on KVL and Ohms law, this application could be altered using Capacitors and inductors if you are using AC but this is DC so pretty straightforward. It's just basics of voltages.
