Hello Darius - cPanel is the interface for a user to be able to work with their hosting server. So, if you are using the built in functionality of cPanel, then in website development you would be using the file manager to interact with the files, or the database manager to manipulate the database. This could also be done through other tools, but this is what the cPanel provides.
Thanks for bringing this to my attention! I spent some time looking into this and initially, it seems to be higher level than cPanel and would be good for server Administration. Due to this, I would compare it more to WebHost Manager (WHM) than cPanel. But I appreciate you reaching out and sharing this, and I look forward to researching and documenting "Cockpit" further. I am hosting on AWS using lightsail. I don’t see cpanel as an option anywhere. I am wanting to change some php settings as recommended by the wordpress template I purchased and installed.
so - yeah - I am new to Linux - I have ignorant questions - I saw an Ad on eBay for the $5 Web-hosting for a year - and it's running on Linux. so... I am assuming this would be useless to me as I am using a Laptop running Win 10 OS. Correct?

I'm not sure what you are specifically asking, but cPanel is mainly used to manage and administrate your web hosting server using a GUI. Otherwise you would have to manage it from command line interface (CLI).
