Why do you use dispersed troops as a comparison? Cannons are made to kill sets of troops and destroy buildings, except for the gattling, which gives it an unfair advantage.
Bruh, the cannons are all differently balanced because they are good against either infantry, buildings or whatever and even subdivisioned light/heavy infantry and so on

If you ask how to get it : Great bombard : only from shipments ( either a direct card or factory card wich its will slowly spawn it for free or the mosque uniqe card but since its a uniqe tech its will only send once) Gatling gun : if you play as usa you can train them normaly in age 3 or send shipments card , other cive that can revolts into usa can get it as well but lack of upgrades and the coffee mill card) Also the usa is a small DLC not part of the main game
