Honestly PVZ 1 was my least favorite game if we are talking about only Zomboss since I feel like he was more fun to talk about in every other game, and had a lot more personality in each

Canonically English, as in the comics, humans can understand what he’s saying. However, since that sound bite from GW1 was him making an announcement video, it’s likely he was talking in English so humans can understand him, and in GW2 he talks in zombie so that his minions can understand him easier.
He is fluent in both zombie and English, and switches between the two. In garden warfare 2, most of the time he's speaking he's speaking to the zombies so he speaks zombie. In that voice clip from garden warfare one, it was clearly meant for humans he was about to lobotomize so he would obviously speak English. When he is silent, he is simply focusing on the task at hand too much to speak. In PVZ 2, he was speaking the letter to himself in the voice clips, and just speaks zombie in his own head I guess. The laughing is just him cackling at his own genius. Most other zombies don't speak English probably because their vocal cords are partially rotted, making it hard or impossible to speak English. Dr. Zomboss wasn't dead when he became a zombie however, so his vocal chords would be in working condition. Or he just using a translator idk
Dr. Zomboss was actually a homo sapien (human) before he injected something in himself caused by some of his ulterior motive to become one of his newborn created species. That happened when Edgar (zomboss) and David (crazy dave) drifted apart/when their teamwork in their Bloom and Doom Seed Co. Fell apart and they just couldn't cooperate anymore because Dr. Zomboss ruined their relation. Or who knows what happened there cuz the game itself and franchise is a huge mysterious enigma which has yet to be solved and unveiled with such potential for some serious comic or maybe even animation to be made that explains us and clarifies what the actual fuck happened there unlike in the absolute bullshit comics we already have today for autistic children where characters in it (which btw the idiotic authors who worked on those comics made them retarded) are just fooling around and doing literally nothing the whole time.
@@Itnasyg Maybe that's possible to say even with partially rotted vocal cords, and the zombies have also designed a language that they can speak despite the damage in the vocal chords.

I believe that Zomboss is able to just speak in “zombie language” and “English”. The best way to insult crazy Dave is to make sure he knows what you’re saying first.
The best way to shown how Dr. Zomboss spoke is when he used actual English as opposed to the weird babbling in the games. It gave Dr. Zomboss more personality.
Dr Zomboss speaks English in the comics and other sources such as the trailer for the boss mode in PvZ GW1 for the Xbox one version of the game. But he only speaks in a kind of gibberish in the various games of the franchise. Fun fact : he also speak in English in the PvZ GW 3Z Arena Carowinds attraction.
I've always assumed the 'jumbled voice' is also because we the player don't understand him, but the zombies and plants do. But he can actually speak our language which is the only time he does because, well he's talking to us and not the plants or zombies, since it was in a trailer. In otherwords, he's bilingual.
I think he speaks zombie language when talking to his zombies cause they can’t speak English but since his a genius he can speak English as a zombie when speaking to crazy Dave or people like him (He also can speak to the plants so that’s a thing)

This is mostly headcanon, but I think that its his voice thingamajig in his GW design (yeah thats what its called) lets him speak human language. I do remember a tweet from one of the devs that more or less confirms he's able to speak because of it, but I have no idea why Zomboss only speaks actual words in GW but then doesn't ever again outside of the fact it was easier for his VA not to have fully voiced lines.
My theory is that the gibberish that he talks is to communicate with the zombies, but he can in fact speak and write english. I bet the notes you get from the zombies are because they saw zomboss talking english and kind of learned a bit of it. BUT HEY! That's just a theory! A GAME THEORY!
When you look to his propaganda on some gw2 maps and with the way he speaks, i would bet he's a rip off of certain mustached german dictator, since he's also technically a dictator with a hella army behind him, i would bet his words are also a rip off of said dictator's language
