It's thin wire, they're all in on the trick, as no one is showing realistic reactions to being filmed. It's controlled by a guy with a fishing rod+ like device to the right. When the magician puts the "lemon" into the cage, it moves back and forth towards the point where the string is held by the lid. The spinning motion is just that: the lemon has a motorized counterweight on an off-center axis inside a shell to give it the appearance of jiggling around. On second look, it might be a rigid wire, which, attached to a motor on the end we don't see, would spin the lemon itself. Edit: Meant to respond directly to OP's comment, below.
