What next for Scotland? The independence question and the future of the UK

Support for Scottish independence is rising, with opinion polls showing a clear majority of Scots wanting Scotland to leave the UK.
However, Boris Johnson’s government is committed to holding the union together and does not want to agree to a second independence referendum, although the SNP will try to use the results of the 2021 Scottish parliamentary election to ramp up pressure.
What are the reasons for the growing support for Scottish independence? What would need to happen for a legal, fair and decisive referendum to take place? And what can the UK government do to keep the UK together?
On our panel to discuss these issues were:
Sir John Curtice, Professor of Politics at Strathclyde University and Senior Research Fellow at NatCen
Professor Sionaidh Douglas-Scott, Anniversary Chair in Law at Queen Mary University of London and Law and Public Affairs Fellow at Princeton University; and former special legal adviser for the Scottish Parliament European and External Relations Committee
Andrew Wilson, former Member of the Scottish Parliament and Chair of the Sustainable Growth Commission
Jess Sargeant, Senior Researcher at the Institute for Government
The event was chaired by Akash Paun, Senior Fellow at the Institute for Government.

The is the idea amongst those who reject the restoration of Scottish independence that the movement towards independence is a short term recent development. That they can find some magic bullet that will destroy the SNP and Scotland will cease to exist. This is fundamentally false. A portion of the Scottish population never ceased to give up on restoring independent statehood. Just as there is an essentially Anglicize portion who did or try to assimilate into the English population. Since at least the end of WW2 the portion seeking restored independence has slowly in a generational shift increased and is now edging into the majority. This can clearly be seen in the age group voting record. The younger generation being for independence by a massive majority. The elderly being the opposite. As the older generation dies off the new generation replaces them. Support for the union declines as slowly as the death rate whatever pressure or threats or otherwise the UK government tries to reverse the shift. Political pundits focused on the next year or two see only current weather conditions while being unable to grasp the change in the climate of Scottish independence. Offering up spurious reasons for variations in the polls and promising the magic bullet will soon appear. Prof Curtice clearly sees this and limits himself to "in the short term" or slight variations or the next six months. Because a simple admission of the likely long term would have him attacked for bias or fortune telling. Cutice's position is more difficult because he can not know where on the S curve of generational shift the current position. In populations when an opinion nears the 50,50 mark, there is a short rapid shift. A once unreasonable minority opinion becomes normalised and people shift to aligne with their community. Previous assumptions are exposed as false and the shift becomes permanent. The only question here is has this happened and to what intensity in Scotland. Curtice could find himself dealing with a rapid 5 to 8% increase in independence support he can not predict. Or the shift might already happened and was 1% so lost in the variations of opinion polls. The insularity and exceptionalism of UK politics and culture fails to see other countries in Europe have the same data. They look at the long term predictions and accept a future independent Scotland in their international calculations. Ireland already forming a position that Scotland should be their international partner. Spain that Scotland's case is in no way related to Catalonia and they see no reason an independent Scotland should mean an independent Catalonia. It being a firm indication to Scotland that silence and no show of support for Catalonia will be rewarded by Spain's support in the EU.

Scotland has recently been granted very limited borrowing powers, but while the UK’s debt was being built up Scotland had no borrowing powers. In fact, Scotland’s economy was either in surplus, or had a lower deficit than the UK, so Scotland did not contribute to the creation of the debt. How does a nation without the ability to borrow end up paying billions of interest on debt every year? It does so because the allocation of the debt is not related to the UK region or nation which generated the debt, nor where the money was spent or the economic benefit felt. The UK’s debt is allocated to Scotland’s accounts on a population percentage basis, even though Scotland did not generate that debt.

Its not a consistent small lead, it is a substantial lead, westminster private pollsters have the split at near on 60/40 in favour of Yes vote after one of those polls were leaked to the Telegraph. Independence is normal, every other country throughout Europe doesnt have its powers dictated to by a neighbouring country, so why should Scotland, wales or northern ireland be dictated to by what is essentially an English parliament? Scotland and its people have been conditioned to believe that for what ever reason that they are subsidy junkies and get back far more cash than it contributes to the exchequer, the opposite is in fact true that Scotland is a net contributor and gets back considerably less in barnett formulae. Scotland was also informed during the last independence referendum that they must vote NO to safe guard their place within the EU. Low and behold Scotland is dragged out of the EU against its will and 90 percent of European nationals voted against indy in 2014 as a direct result of this mantra. Fast forward to 2020 and there is no surprise that the polls have turned on their head. Factor in the pensioners that were scared witless with the false info being peddled regarding losing their pensions if they voted yes, well a percentage of those pensioners now deceased and the younger generation now coming through that were too young to vote back in 2014 now able to vote, with a massive percentage of this demographic that will vote YES for their own future within Europe. Being able to travel and study throughout Europe is an attractive lure to most young folk.Scotland will vote YES in the next referendum, and if you believe the English politicians that Scotland is a burden on the English tax payer, then why does English politicians and Westminster battle hard not lose Scotland? Surely this is a gift for the rest of the UK if Scotland walks away from the union??

layman opinion here, but to stop the momentum of a country's self determination seems very unlikely, we would need to go back to a WW2 environment for any rolling back of Scotland's independence, again even that would only hold the inevitability for a certain period of time.

SNP say if they get elected ( which they nearly always do ) That would be an indicator of independence. But an election and a refurendum are two different things. How can an election pass the laws for a Indy refurendum. It would have no legal standing. SNP could say win with a million votes but over a million may not want to leave the UK which means they lose by majority! . So they are not properly represented. Only a refurendum can bring about independence. And all the same Questions still remain. What currency will they use? How will they fund their version of the NHS? and benefits system? How can they lower debt which will increase without subsidy. And without a currency they would be in immediate poverty. Even if they had a currency it would be worth peanuts Uganda's currency would probably be stronger! They also have said they dont want to adopt the Euro. At the moment the EU are not saying much as negotiations are still in progress if Brexit is as bad as I think it will be I don't think it will only be the Scots looking to rejoin , and as a we extra for sir john curtice I'm a Scot that voted Brexit for the only reason that I kinda sussed out it would be the only way Scotland could get another vote on independence , once people really seen what was coming down the track .

This might be a little unfair but I question the ability of the majority to work out what a "bad deal" is. It's going to be over 1200 pages long so the vast majority arent even going to read it, most may not even read a summary of it they will purely read what is in the headlines. The political effect of "having a deal" is not insignificant in my view, purely because one of the biggest remain arguments is that it wouldn't happen at all. From the independence perspective I think the SNP will have a much harder time convincing people that the deal with the EU is a bad one even if the UK government has made some concessions. It will be much easier for them if there is no deal, which is the great irony as in public they will furiously say they are defending Scotland against no deal, when secretly they probably want it to happen. Furthermore on fishing, any improvement in the situation for Scottish fishermen, which seems likely makes that a totemic issue in any independence referendum. How can you say to coastal communities that your plan is to gain full sovereignty of your waters through Scottish independence and then hand that back to the EU, recreating the situation that caused them to vote so heavily for Brexit in the first place. Its not necessarily those votes that would cause the independence side trouble so much as how that narrative actually sounds. In the end I think a deal is coming and the political effect of that not least on the enduring relationship between the UK-EU is quite significant. I can't imagine many in Brussels will be keen for Scottish independence and the instability it creates after spending so long securing the deal itself

I voted No in 2014 purely due to the fiscal situation - but this piece has changed that now. Internationally it is expected that the dominant state will nearly always object to part of it's territory becoming independent. Countries are used to dealing with this. When these countries fail to recognise independence it's always for national interests. But crucially the dominant state always lose the ability to form treaties covering those territories and in the case of Scotland the resources within those territories. The very reasons the English dominated UK government clings to Scotland would be out of their control. The symbolic fishing resource is 70% in Scotland and at least 95% of currently developed oil and gas. Then comes the American supplied missile system sited in a country at odds with UK government. The continued status of a nuclear power could be withdrawn by the USA leaving the UK scrambling unwillingly to negotiate a publicly friendly position with Scotland.

If you do not want a referendum do not vote for them. If you do want a referendum vote for them it legitimises fact this is what the Scottish people voted for. Secondly information in the video says Scotland’s economy will suffer a reduction of 6% as a result of Brexit. What % benefit would there be if Scotland joined the E.U. At least it would have a seat at the European table as a nation as opposed to being be a region of the U.K. Being a smaller region the status quo will prevail I.e. in a U.K. election Scotland never gets the party it voted for. Sovereignty regained back from the E.U. will mean the U.K. internal market powers associated with legislation will remain at Westminster and consequently the Scottish parliamentary powers diminished. There is no "elite" in the Scottish Independence movement & although the Scottish National Party are in the majority in Holyrood (with the vast majority of Scottish MPs in Westminster), there are several other parties who support independence standing in the 2021 election including the Green Party, the Scottish Socialist Party & other minority parties for the first time. They march "All Under One Banner" with other non-affiliated groups such as Women for Independence & Pensioners for Independence, Germans for Independence, English for Independence & many more. EU Citizens who previously voted No in 2014 are now favouring Yes due to Brexit & the demographic changes since 2014 also favour the Yes side. I hope this helps your understanding of the present flow of opinion.

For example, the Danish Krone is essentially the Euro and the Hong Kong Dollar is same as the US dollar etc. Nineteen European states have changed their currency in recent history - Not beyond Scotland to the same if it suits. 63 countries like Australia, New Zealand, and South Africa used the pound after their Independence from the UK. There are 196 countries on this planet recognised by the United Nations, every one of them has freely chosen the currency they currently use. @@rsqyoung I am truly sorry that you are so bitter. However, I am genuinely puzzled by your claim that the SNP give other people's money away. Spending taxes is what every government does. If you are a Scot the government is merely doing it's job. If you are not a Scot then we do not have your money to give away. Scotland pays into the Treasury every year. We get back slightly over half the £billions we pay in. The English call this a grant. Which is a neat bit of psychological trickery aimed at making us appear dependent on England. I voted to join the Common Market. I have never regretted doing so. I want to rejoin the EU. Polls indicate that a majority of my fellow Scots agree. Just as polls indicate support for Independence has been boosted by the forced brexit we voted 2-1 against. 15 polls in a row are above 50%. Historically we have always voted left. It is, in fact, 65 years since we voted for a right wing Prime Minister. We are not hard left, just left. Nevertheless it is soul destroying to suffer decades of right wing rule because the English have the numbers. We are 8.2% of the population of the British Isles. We can't govern ourselves as part of the union. So we want out. We have wealth of many kinds in our country. We understand that there are fees as an EU member. But we have been paying fees to the union for three centuries. As an EU member we have a voice and a veto. As a member of the union we are ignored, derided and overruled unceasingly. We choose the EU. Very few Scots object to the English desire for a separation from the EU. What we object to is their insistence on dragging Scotland and Northern Ireland out with them. On the subject of Independence supporters I feel you are being disingenuous. It has taken the SNP 86 years to grow Independence to the choice of 56% of Scots. They are the only practical choice to push Independence through. The splinter groups lack coherence and experience. Personally I will vote SNP until Independence. I am not voting for a political Party. I am voting for my country's freedom. If you are Scottish, you will have the opportunity to observe our future from within. If you are not, you will have the opportunity to watch the English propaganda. You can gloat as we starve (on the same food we have enjoyed for decades). You can be smug when we freeze in our cold country (we will still supply England with power). You can be gleeful when our Standard & Poors rating eclipses England's (we won't be enriching the Caymans et al). Yes there will be short term economic pain, yes EU will take 5-10 years to get in, yes yes it’s not going to be as good in early years, but I’m still voting yes. Eventually it will be an excellent long term investment. I used to think in 2014 the U.K. wasn’t bad enough to justify the pain and upheaval, and in fairness I don’t think it was bad enough. Now it is definitely bad enough, and it’s not a case of waiting and seeing for 2024 if Labour get in - even if they do 5-10 years later we are back to square one. Ireland has 4mil people and £80bn annual tax revenues. We have 5m loads of resources, and on,y make 57m. Why? Why can’t we be the same as Ireland? Based on population we should be doing better than them. The Unionists seem to claim there is just something structurally/inherent about Scotland which means that, uniquely in the western world, it can’t eventually be a successful 1st world economy. I’ve never seen any evidence that comes close to backing that up. The unionist case rests pretty much solely on the acute immediate problems that will be caused. Well - it’s meant to be forever isn’t it? Have to look at next 10, 20 and 100 years, not just the year immediately after the decision.

Cont,d from below : ....the conservatives will then have greater powers in Scotland and return to the political landscape to the detriment of Scotland’s economy. No doubt , the Conservatives will sell off the NHS (National Health Service). If Scotland is an independent country the Scottish people will be able to determine their future and what type of country they want to live in. This is the reason I will be voting SNP. The argument of not being big enough or unable to run a country due to a lack of finances is relatively low value argument as there are plenty of examples of similar size successful independent countries some of which are in the E.U. including our neighbour Ireland. There is always finances available it’s just who controls it which comes back to who has power. You can always find finance what you can’t find more of is time. Hence I know where hope for the future is. It is a vote for independence. If you vote for the status quo ie remain in the U.K. it will be living in a society where there is a race to the bottom controlled by conservatives. The conservatives doctrine abides by Margaret Thatchers infamous quote “there is no such thing as society”. The Labour Party are in disarray and cannot see them in government for many many years. So in conclusion I am looking forward to the Scottish elections in May 2021. I will be giving my vote to the SNP to bring about a referendum for Scotland to be an independent country and save the NHS.

@@rogerbenfield885 After being told by the Tory Westminster government and No campaign in 2014 that the way to protect Scotland’s place in Europe was to vote No, we now find ourselves potentially being dragged out of the EU against our will - and unfortunately for people in Scotland, this is only the most obvious of the broken promises from the anti-independence parties. I shall search and find a poster from the better together campaign stating Scotlands quickest way out of the EU was to vote yes to independance. The once in a generation pledge was only a verbal one In the Edinburgh agreement (the legal paper agreement between the SNP and the British government on the Scottish Scottish independance referendum) there was a clause stating any major change in the UK constitution had to have the consent of the Scottish people or it constituted another Scottish independance referendum. The government have renaged on that because Nicola Sturgeon did say it was a once in a generation opportunity, Alex Salmond said a once in a lifetime opportunity. That was never put on paper and signed by anyone.

@@rogerbenfield885 In 2014, Scotland was promised the ‘best of both worlds’ whilst being an ‘equal partner’ within the Union. 5 years on from the independence referendum, the promises made by the No campaign have turned to dust. Scotland now faces a very different future to the one that was promised. I'm still searching for a written card from the better together campaign stating Scotlands quickest way out of the EU was to vote yes. I assume given the SNP think that Scotland shouldn't be bound by a UK wide vote on Brexit. Because they didn't vote leave. That if a county votes no to independence. Then Scotland shouldn't go independent? Or at least that county shouldn't.

Sad how those same Brexit voters now cant own their consequences, but not surprising. Would that be the same Cameron who pleaded with Scottish voters to " Not leave, but lead the UK " and pledged that the ONLY way to safe guard Scotland's EU position was within the UK, unsurprisingly many NO voters from 2014 would like to express, how they feel about those claims now.

It's going to be a hard sell to convince anyone that subsequent polls have revealed a rather convenient shift in that figure in the months since then. It's the same old. The Scottish people are sovereign that sovereignty doesn't just last for one day in 2014. In a democracy it is up to the public who they vote for. If the public vote for parties such as the Greens and the SNP who believe in Scottish independence and Indyref2 then the Scottish people should get what they vote for.

Why is it "The Independence Question" when no alternatives have been discussed in relation to Scotland's future? All of the options available to Scotland are not being mentioned. This is nuts!!!! The SNP are guilty of limiting the debate to suit themselves, if Scotland votes to leave it will get what it votes for. It really is that simple. I'm gonna watch this. I now predict that Scotland will vote for independence and fail to gain entry into the EU as an isolated net receiving country that only has 5.4 million inhabitants (and 20% of these are aged 65 and above). This is nuts!!!!!!!!!!!!!!!!!!!!

Its all very well looking at what the path to independence may look like, but what does independence actually mean for an economy of only 5.4 million people?????? (and 20% of the population is already 65 and over!!!!!!!!). I can't wait to see how all of these calls for independence actually 'pans out'. The EU doesn't need another net receiving country adding to its portfolio, so no joy there. "Free Scotland" is an unaffordable Fantasy!!!! Scotland could end up extremely poor and very isolated indeed, unless Nicolas Sturgeon pursues immigration on steroids to help grow the economy and destroy Sottish culture entirely (I want to see this!!!).
