Lemon zest has the lemon essence and oil. I rub it with the sugar to get the maximum release.

Do you think it could be made with stevia or a mix of stevia and sugar?

If the bulk is the same it will probably work, I have no experanice with artificial sweeteners. If you try it, let me know how it turns out.
