Lactose free and dairy free are not necessarily the same thing. Lactose free milk is readily available at the supermarket. Non-dairy milk will be lactose free by default.
You're right. We just assumed that since lactose-free milk is more expensive, we figured they would use an alternative like soy which is cheaper, if it were lactose-free.
