On February 4th, 2019, at approximately 8:00 p.m., Officer Andrew Mamone was riding with Officer J, Sites in a two-man unit when they saw a black 2008 Honda Civic driven suspiciously. Acting on this suspicion, the officers made the traffic stop only to find two black males who were not wearing their seatbelts.
The driver was Tarik (Tar-rick) Green; cooperative, compliant, and calm, but his passenger, Carey Grant, was the most nervous. Part of the reason was that Carey wasn’t even his real name, and another part of the reason was that he had a sheet on him. Officer Sites acted on Grant’s nervousness, asked him to step out of the vehicle, placed him in handcuffs, and tried several times to find him on the system, which was hard to do on an alias like Carey Grant.
Officer Mamone finally got a hit on the system and found his real name to be Daquan Grant. Knowing all this, Grant knew the trouble he’d get into so he ran from the stop while still in handcuffs.
Officer Mamone and Madison chased him on foot till he eventually fell to the ground. Before he could get up and try again, Officer Mamone discharged his taser. Also, during the run, Grant was able to reposition his handcuffs from the back to the front because the cuffs were a bit loose, giving him some wiggle room. But for the officers, the safest position for handcuffs is back, so after they caught Grant and brought him back to the stop, they instructed Grant to get on the ground and reposition his handcuffs. When Grant protested that he physically couldn’t, Officer Mamone threatened him with pepper spray. When he still resisted, Officer Mamone forced his legs through the cuffs.
There are so many red flags in this interrogation; the cuffing, the tasing, and the threatening, which is why after an Internal Affairs investigation was completed, Officer Mamone was brought in for an interview on 28th May 2019 to give some much-needed answers about this encounter.

they have created bad habits for decades in police departments across the us when they wasnt as many cameras catching thier actions...we really need to correct alot of behaviors with all police and they need to know they cant abuse ppl and we need a zero tolerance for this behavior... in my opinion

You can tell they're trained to deflect questions when you see them interact with the public. They expect blind obedience. They get offended when anyone asks a question such as "what am I being arrested for?". They see it as a challenge to their perceived awthowitaiy

I would like to see you patrol the streets for a month and you would be doing things exactly like this guy!!!! I think he handled situation exactly the way I would expect! He's on the front line! All these non cops acting like they know what happens out on the streets. I think this cop is great and I wish he could patrol my neighborhood

@@tedpeacock3945 I can say that I have done some ride alongs with my grandfather since he was a highway patrolman. I spent a lot of time around the patrol, so I'm kind of in a unique position to have seen law enforcement from their perspective.

When certain people are given too much power and control over other people, they become very corrupt and cannot be trusted. It's common sense that he could have had another officer hold the suspects arm while he uncuffed him to move them to the back. The other officer could have had the pepper spray out or the tazer to keep the suspect from running. We can all tell the cop was mad bcuz the guy ran and moved his cuffs. He was using his power to get back at him and punish him. That's not HIS job! The judge will decide if this guy gets punishment and what that will be. The cop was torturing and threatening the guy bcuz his giant who was hurt.

You've got it wrong. He IS trained to use handcuffs. Just not when they're at the front and it's windy, or a Tuesday. He can only unlock cuffs if the suspect is wearing a green shirt, not red. His training is very specific.😉

But suspect was a wanted fugitive for homicide, he should not run in first place, but cop should not be an ignorant fool to police brutality. Police brutality is a serious crime officer should be punished for police brutality and suspended for 30 days without pay. Both senerio, cop did good in IDENTIFYING wanted homicide fugitive on run from the law. At least suspect is where he belongs now. Officer should at least get standing ovation for catching criminals on the run from the law. If suspect would hurt anyone’s family members and on the run, won’t all wish he could be arrested and prosecuted and throw them in prison for life ? This case are no looser and no winners. Just plain stupid on both sides.

I think that was the union rep getting loud with her. He’s used to IA just doing the bare minimum to clear their officers of wrongdoing. He sensed that she was taking this seriously and asking pointed questions, so he asked for a break in order to try to influence her off the record.

There is no question that this cop took things way too far. However, the guy that ran was able to maneuver his body to put the handcuffs in front of him in a hurry while on the run. Surely he could maneuver them back behind himself while not running and without all that screaming. The entire situation is just ridiculous.

When good cops try to do the right thing and get shut down by a supervisor then the public needs to escalate it to court and demand that supervisor be removed. Good cops should be allowed to hold their fellow officers accountable for their actions. How else do they expect to get rid of the bad ones?

Was she supposed to stay in the room and take a separate break at a different time than them? You can clearly tell it was a man who spoke first, the woman has a very distinct whine in her voice that can easily be heard from even the recording in the room. My guess is the union guy told her supervisor that she was asking too many direct and simple questions which is why we saw what we saw

@@inductor1.77 You have to see the original arrest. The guy managed to get the cuffs in front, but got tangled up trying to get them back. The cop, fleeing a flight risk, refused to uncuff the guy and insisted he manage it himself, causing the guy to contort in ways joints just don't bend.

So, we have a suspect who gave false details, ran off, flipped his handcuffs and had a warrant for attempted murder. Sounds like a nice chap. Clearly trying to do whatever he can to escape and not cooperating in putting his cuffed hands behind his back. Screaming in " pain " Is the officer supposed to just say to this street thug " there there little man, let me take your cuffs off so we can put them on with your hands behind his back?" Chances are, once the cuffs are off, Mr Thug he gonna try run off again ! How gullible are these liberal do gooders defending the criminals. Glad the cop was found not to have been punished too much.

What he did was illegal, it’s not just “liberal do gooders” that want police to be held accountable for their illegal brutal actions. We have laws for a reason, and excessive force is illegal for a reason. You need to readjust your worldview.

About as gullible as you are, believing this cop wasn't just being vindictive. "I wasn't trained...." Do cops really need detailed instructions on how to do every possible thing? They have no ability to think? I doubt he was trained on how to maneuver legs through handcuffs, but was willing to try that.

This is b.s. - I fully support this cop. This criminal tried to run and slipped the cuffs - so clearly his legs could go back thru. Cops need to be allowed to do their jobs by any means necessary - screw all this happy, gentle policing.

Yet he has no cuff training. That's like a doctor giving medical advise but has no formal training. A doctor needs to be qualified in every single area to be a doctor he can't learn 50% of the material and run around saying he's a doctor. What's even more ironic is how the officer interrogating him clearly can see something wrong who knows the law more than you yet you don't see anything wrong lol?

@Superfoodcookie Did you know that firearm training doesn't require you to learn how to use hand cuffs on people? My wife went to a course that teaches how to properly use a handgun but not once require her to show hand cuff certificate. Did you know that police do on the job training, but learning how to use a handgun isn't apart of that since they learn it at the range? Did you know that in that arrest the cop didn't threaten to use his handgun?

The officer is in the wrong and is the sole reason why he's being investigated. Really worrying that even his superior knows he's in the wrong for whatever. Glad proper people are behind in judging him. I know someone as well who's an officer they had to be cuff trained how the hell do you secure a person with a gun not not extensive training on de escalations and basic police training

To get off the record, it’s all about getting out of an area where they are being recorded. If they knew the room camera was picking up their conversation then they would have went further away. They wanted to debate it where it couldn’t be subject to a foia request.

The way he leans in and sounds so short and sure of himself when he answers her, he is being "rude polite" at first then he is just flat out rude. This is the type of man that needs to be weeded out/not hired for police work. A text book example. He also has a major anger problem and its just my opinion but if a man was sitting across from him I bet he wouldn't be so argumentative. I bet he hates being questioned by this woman.

I've been looking thru the comments for this exactly! If it's a traffic stop, why does it matter who the passenger is? Unless he was covered in blood with a gun in his hand, they did not have reasonable suspicion to ask the passenger a damn thing! A lot of us get nervous when interacting with the police. I've not done anything illegal, but I would still be nervous being pulled over.

This egotist has too much smart mouth about him, his attitude to being asked simple, honest questions stinks of superiorority complex. He gets angry because he believes he's above question. He's blatently NOT answering the question in a straight forward manner, he's very, very evasive with his answers, almost trying to take charge. Everyone new he was using unwarrented force, even the union guy, but his confidence tells you his punishment was gonna be nothing. He was suspended for 48hrs, i bet he couldn't stop laughing for every minute of it. Just a matter of time before he badly hurts or kills someone for upsetting him.
