This quest is a part of New Vegas Bounties II, "A Time to Kill" is a repeatable radiant quest that will spawn a small group of hostile NPCs along with the bounty target.
This time though, it seemed to duplicate the target till there was 119 clones of him. Turned out since they were all technically the same guy, it didn't matter which one I took down to actually complete the quest.
If you'd like to see me fight all 119 of these clowns toe to toe, let me know!!
