Ganga is confluence of two river baghirathi and alaknanda. So devprayag is where baghirathi and alanknanda meet and from there I is known as Ganga.

Alakananda and bhagirathi also known as the saas bahu rivers meet to form Ganga at devprayag. However, the origin of alaknanda is satopanth glacier and bhagirathi is from gangotri glacier. So it is bhagirathi which was the heavenly river which came down to earth when bhagirath did tapasya.

Devprayag is the confluence and that is where Ganga starts. Before Devprayag, it's Bhagirathi. Bhagirathi's origin is Gomukh. So he ain't wrong. And he said "formed" not "originated"
