Johan has far greater harmful delusions. He deluded himself that he and Anna are one, he deluded himself that he was the one that was abandoned by his mother. His many delusions have led to his extreme nihilism, to such an extent that he seeks his own death as well as the death of all. He wants to see the end of the world, but he also asks (in a very literal sense) for his own death at the hands of his sister Anna and doctor Tenma. His delusions have given rise to his extreme nihilism and a omnicidal worldview as well as a broken sense of his own identity.

For me evilness depends on the perspective of the committer. Johan knew what he was doing, but was a complete nihlist from birth and thought nothing mattered at all, which made it easier for him to kill to accomplish the perfect death. Yuuichi was raised in a life of crime (He could've been an innocent kid if he was n't) and knew for a fact that what he did was wrong yet did it anyways. But his most evil deed came from when he saw a scene that broke him. After that he rejected the teachings of his sensei and tried to improve himself (But it's hard to get rid of old habits that developed in childhood, ESPECIALLY in TG). Yuuichi also consistently saves his friends even when it's clear that it's much easier not to. So Johan is def more evil than Yuuichi
I am a yuuichi fan but I know Johan will win, I am not going to spit facts and feats, but Johan is like a father, and how can yuuichi beat him 😅, (I am not like cote obsessed fan)

In my opinion, this is the same fact of the Light vs Lelouch debate, Yuuichi, just like Lelouch, isn’t evil. Despite his ruthlessness, he still had a heart, and always tried to save his friends, so I’d consider him broken
