The legal issue lies in the reply to UN resolution 181. Israel voted for a 2 state solution, while the Palestinians neither wanted to be part of Israel (Israel also didn't want that), nor did they want to be their own country. So what legal citizenship do they have? They can't be Israeli citizens with full rights (unless naturalised by Israel, which many did), but they also don't belong to any other nation. Hence the "refugee" status. They are not traditional refugees fleeing temporarily from some sort of natural disaster or war.

@@KomodoDojo Gaza is an autonomous zone with a devolved government. So while they function on their own, they are not fully autonomous (e.g. foreign policy, control of the adjacent maritime waters). But yes, they have not been forced to leave "their" country, but as you usually cannot not be a citizen of a country, they legally have refugee status - I guess. I fully agree that these are not refugees in the normal sense. So much things would be easier if they would found their own nation and live in peace with their neighbors.
The were kicked out of part of Israel proper; Israel did not exist before 1948. The people were kicked out and forced to move into the areas presently considered occupied Palestine (Gaza, West Bank) or they just moved to other countries all together (Syria, Jordan, Lebanon) and these are the places where UNRWA operates.

I live in a western country and I do not approve of what is happening to the Palestinian people in Gaza, the West Bank etc. However, I, like many in the western world, feel we have no control over any of this - we feel helpless to stop it. It's disturbing and heartbreaking.

UNRWA needs to just set up an individual global citizen donation option on its site. Depending on countries to donate to your cause will lead to political manipulation through funding, like the US political system with lobbying.

There are tunnels under our local hospital. Doubt if any Hamas are there. Hospitals and large buildings the world over use tunnels for their network cables, servers, water pipes, sewage and electrical cables. Easy to access and not interfering with the building above. I have actually been in the tunnels under our hospital. Haven’t seen a server room in the building though.

Notice that the "major donors," who have forfeited their duties as donors, claim to be 'suspending' their aid to UNRWA rather than permanently ending it. It might be because they could 'punish' Gazans for a brief moment when they most needed assistance while not having to deal with the fallout of eliminating UNRWA. This strategy places UNWRA in limbo, where it falls short of functioning as it should but, at the same time, won't undergo a replacement. It gives the "major donors" a political cover to weaponize their defunding of UNRWA for a decided-upon period until said donors feel the weaponization has achieved its goals. 🤓

However, that doesn't mean they cannot take up the slack when the "major donors" to UNRWA abruptly abandon their customary duties. The problem is that Israel has no regard for its international obligations or international law. It has violated countless UN resolutions. Knowing this, it makes little sense for others to wait for Israel to get an epiphany and assume its responsibilities under international law. The comparatively lackluster role of Gulf Arab governments in funding UNRWA or providing a robust alternative may have something to do with their conflicting attitudes toward Gaza. On the one hand, they realize that ordinary Palestinians could use their financial assistance. On the other hand, very liberal financial assistance to Gaza could remove what little social pressure existed on non-state actors like Hamas if they felt unobligated to do any social spending. There's no love lost between Hamas and these Arab governments, which might explain Netanyahu's comment about Arab governments "quietly" backing his military operations in Gaza. 🙂

The problem is that escaping prisoners try to run away from the prison, not go on a murder spree, kidnap a bunch of people, and then return to the prison with their hostages. When you TRUST someone to be your employee, it means that Trust is the only thing you had for that employee in return for the expectation.
