The whole joke is that Toby is a drone that doesn’t even want to be there. Everything Toby does is for the path of least resistance. Michael hates that Toby represents corporate culture, which gets in the way of Michael having fun at work.

They weren't really that compelling, though. Hooters is a family restaurant, kids can be around alcohol as long as they don't drink it. Gambling is literally just games where the winner takes money from the losers. The warehouse is not going to be dangerous because they were already planning on having a ton of people in there. It being a school night is probably the only legitimate reason he gave.

Tbh i never noticed that before his hateful phrase Michael was smiling asking "right Toby" like for a glimpse he was trying to conect with him on supporting his ideas, then Toby starts calmly (and monotonous as always) rejecting that idea, i think in Michaels pov he was dissapointed that Toby never acts different than he expects and that little hope was crashed in one sentence, so he just switched to his "hate Toby" mode quickly xD

Actually at the time this episode aired in 2006, the original Comic Relief USA was still a thing. It wasn't dissolved until 2011. However the concept was revived again this time by a different group and it's been airing on NBC since 2015 (now just called Red Nose Day; based on the UK version).

What’s funny is that Toby was not even supposed to be in the show. He was just filling in on the side one episode and Steve Carell came up with the whole hatred story arc. I feel like what makes the Toby and Michael dynamic so funny is that Michael has no justified reason to hate Toby. Toby often is just doing his job, and has good reasons behind what he does. But usually bullying works but you can tell that it doesn’t really affect Toby at all because she knows Michael is being ridiculous, which is what makes the bullying tolerable
