Bingo! This is an underrated comment. All of these federal agencies are under the executive branch, and they put forth rules that somehow act as law. This is because Congress doesn’t put enough detail into certain laws, and instead “delegates” rule making to the bureaucrats in these federal agencies. For example, the EPA sets the law for automobiles, not Congress.

If you're happy with the outcome - as you say you are - you don't complain and nothing changes. And if you are unhappy with the outcome, all you can do is complain, and nothing changes. You have no control either way: You are no longer a citizen. You are a subject. Government gets bigger, you get smaller.

The point of the video is that people get better service as customers of a private company than as voters of a government. But even the shareholders of a private company have more reason for a company to be responsive to them than the government has. Yes, as a corporate board, if you keep the shareholders of 51% of your stock happy, you can win the shareholder votes no matter how dissatisfied the holders of the other 49% of the stock are. But you would have a very bad day if those dissatisfied shareholders decided to sell their stock, causing the stock price to tumble. Citizens of a country do not have a similar option to sell their share in the government. The closet we can do is "voting with our feet", and moving out of the jurisdiction of bad governments, and a lot of people have been doing that over the last few years. But unlike selling a stock, relocation is also a big expense and a major life change, so many of the dissatisfied people will still decide that their problems are not worth relocating over, thus reducing the accountability that this possiblity imposes on governments.

99% is waste, and that’s generous. And the 1% that maybe isn’t, could still be done by the private sector.
