More than 80 people have been killed and dozens more are missing in floods in southern Brazil. The damage to the infrastructure is of unprecedented dimensions. President Lula da Silva has visited the region around Porto Alegre and pledged funding for reconstruction. He also promised a plan to help prevent disasters linked to climate change.

@@ent.8979 Sorry to disapoint you, but Brasil is like a caldron, with two main rain inputs. One comes from equatorial Atlantic, the other from south Atlantic. Their flows and wind currents depend on how hot is Brazilian interior. If southeast is too hot, the flows are interrupted and all the rain coming from south stops in the southern region, accumulating there. Amazon rainforest provides moisture to mitigate the hotweather in the central regions of Brasil. Less moisture, means hotter weathers. So, everything here is connected, but aggravated by both El Nino and climate changes.

Its because of deforestation and intensive agriculture. Soil when intact is supposed to soak up water and not being washed away like dead dust. And dams, i forgot about those damn dams.

I.e. while the egyptian pyramids were built 20% of the rainforest turned into desert. Or whilst the roman empire there were so many ships built that forests vanished causing the mediterranian hot temperatures peaking. Bible at least warns us about that from my understanding.

There was a huge flood in Porto Alegre in 1941. After that, in the 50s, 60s, and 70s there were big infrastructure projects in the city that avoided bad floods. Still, this was an extreme case and the infrastructure hasn't been properly renovated and improved since the 70s. It's not worth for politicians to try to invest in big projects to avoid floods, because they could take decades to be finished. And politicians only care about the next election.

Check the maps projection for Brazil with the rise of ocean levels, Santa Catarina should go under water in 30 years, this is way worse then the flood of 41, and is just the beginning. . Scientists not only predicted this in a 2015 report, but also reiterated in 2019 report.

A catastrophe like that is very undesirable, because these same wealthy people are aligned with the government, and since the government is not doing anything satisfactory, this will greatly descrease the government popularity and state moral (since this catastrophe came to prove how useless the government and the state are), and the great fortunes don't like unpopularity.

This is a serious problem across the country. Right now the state of Rio Grande do Sul is suffering, but not long ago it was Minas Gerais, Bahia, Espírito Santo, São Paulo, etc. All of our cities were built close to rivers, I think this is a global trend, but over the years with unplanned urbanization, many houses have been built in areas that shouldn't be. Fixing this will take time and cost a lot of money, it should be a State project and not a government project. And in my opinion, a State project is a utopia here, because our country is very politically divided and the politicians are largely corrupt.

The state of Rio Grande do Sul did absolutely nothing, even with clear warnings since last year. Right now there is nothing to do to prevent, the only possibility is to wait untill rains stop and make sure to pay the population for their losses (most of them lost everything, and there are whole families still not found). It's really sad, I can't even watch the rescue videos or any video showing the amount of water anymore. Many farm animals were found dead when the level of water came down those last 2 days. Today the rain comes back and it's still unkown when it's gonna stop.

What was remarkable was the civilians rescuing people and animals specially on the begining, citizens helping other people and that's not shown in the video. Also private donations for water, food and active rescuing that is arriving not only from civilians but also from other states of Brazil and local support.

I'm from Porto Alegre, the reporter forgot to say that the local government is responsable for this, they ignored the maintenance for the antiflood security system our city has, they overruled and ignored the laws for environment protection, and the federal gorvernment is doing a lot by redirecting billions to our state and flying help from all over Brazil, influencers are doing a lot and some are working with Lula's government, but the local government isn't giving a damn about our lives, they started a fundraising and later said that the money (R$80M) will go to a private banks association, that's how irresponsable the state and city government are, so small towns are filled with civilians helping each other, if it wasn't for us, it would be way worse. My state is the size of Germany, imagine 89% of it being hit by water. Global warming is real and it's kicking at our door.

Esse desastre é resultado de uma sequência de anos de falta de cuidados com as questões ambientais do Brasil todo...Se for para apontar culpados, vamos culpar pelo menos os últimos 5 presidentes junto com os últimos 5 governadores! Tu é brasileiro (como eu) e sabe bem que o governo anterior só potencializou algo que já acontece há anos... I live in this flooded area, but the whole state is fully affected. Probably is the worst natural event seen in Brazil. In the other hand is enormous struggle from volunteers, private sector, civil defense and government to help. I live close to Air Force Base, and for days helicopters dont stop rescueing people, night and day. As volunteers by boat and Jet skis. So, is a mobilization never seen before...

And today, I visited the place where there are some 500 hundred people in my daughter school, and all seemed organized and in a good vibe. Heard about other place, in a University, in our town, where 6000 people are staying, and everything is going well too.

El Niño usualy dries Brazil, specially in the northern region, even increasing the fires in the amazon region, the southern region is usually "untouched" by it, what happend is that when El Niño ceased, La Niña started and it is the opposite of it, the surface of the pacific gets a lot colder changing wind direction affecting the climate of the southrn cone of the continent, which brings a lot of unseasoned rain and colder weather and even the north gets a bit colder with it.

I'm Brazilian and I'm going to tell you guys a little bit about how devastating this is being A man who was rescuing children was on a boat when he saw something that looked like "a doll", but when he got closer, it wasn't a doll, it was a dead baby floating in the water. A family was found dead hugging each other. I don't think I need to say anything more, this all speaks for itself.

Com a esquerda com certeza, já com a direita bem... será? A verdade inconveniente é que o governo esquerdista podia ser tão ordin@rio quanto o governo anterior, mas não está, como por exemplo na crise da Covid19 que lembrando teve mais de meio milhão de mortos, onde discursos populistas e o negacionismo contribuíram indiretamente para o agravamento da crise no país, ou das enchentes na Bahia onde vídeos divulgados nas redes sociais escancaravam o total desprezo e preconceito que o ex-presidente sempre teve com o povo nordestino porque obviamente sabia que nunca foi popular nessa região, mas vivemos em um país livre e vc é livre para achar o que quiser, 🤷‍♂️🤝.

Every place in every country should have a law that before anyone buys property or builds on their property they have the right to easily find out from government agencies whether the land is on a flood plain and whether the land could end up being on a flood plain in future due to climate change. I suspect that the vast majority of people living on flood plains have no idea that they are living on a flood plain. It's just a ridiculous waste of resources for governments to look the other way as people build homes that are likely to eventually be destroyed in a flood.

Don't know bout the rest of the world but in Germany we have maps for it. But people often didn't care enough. Also, those maps are based on data which does not include the increased air temperature. In the 21 flood in my area century old houses vanished.

They knew it, they counted on their tax paid government to protect their capital from such floodings given the prior warnings from scientist that study the area due to prior floods, that were much less severe than this one. If you lived your hole life in a city and nothing like this happens to this extent, you just stay there, this isn't a single area that is prompt for flooding, it's state wide, many cities are completely covered in water up to the roof of houses, some are partially covered and lost electricity and water treatment, bridges have collapsed isolating parts of the state. It's utter disaster. Worst of all, is winter is approaching in the southern hemisphere as summer reaches the northern hemisphere, which means that according to the climate predictions for the week, it will be 10 degree Celsius by wendsday, the people without electricity in flooded areas will freeze to death if they aren't rescued or if the area isn't completely fixed by then.

Provavelmente o número de diques construídos no Brasil para prevenir alagamentos e enchentes deve superar dezenas, talvez centenas de vezes O número de holandeses construído com o mesmo objetivo . Obviamente não com a mesma sofisticação , com rodovias e ciclovias sobre as estruturas, até porque a natureza das inundações No Brasil, na maioria das vezes é fluvial. Enquanto a Holanda enfrenta o problema de estar abaixo do nível do mar. Certamente os governos federal estadual poderiam fazer melhor. mas comparar essa questão com a construção de edifícios e estádios de futebol é uma ingenuidade que parte de um estereótipo que não é verdadeiro.

Regarding Porto Alegre, experts have said that the infrastructure designed for preventing floods was not properly fixed, let alone improved, during the last decades. In fact, part of the structure collapsed during the torrential rains. Federal government can obviously plan actions to help preventing this kind of situation, but local authorities (mayors and Rio Grande do Sul governor) are way more responsible for fixing and improving these structures.

Just to add to the reporter in Porto Alegre, Brasil is a Federation, there are three spheres of government involved in the rescue and planning, federal, state and counties. The federal government did send resources and budget to the state of Rio Grande do Sul to prepare and mitigate further disasters after the last two floodings in the last 8 months alone. But the state's governor, who is from the opposition did nothing with that aid. He also dismantled several state environmental laws since he came into office, so he's deep into this mud himself. I can only hope we finally learn something after the catastrophe. 🙏🏻

yea, right on point. I got the impression the "journalist" was trying hard to blame the Federal Government in some way, but without seeming too obviously critical. Maybe he thought he could make it seem like this mess is Lula's responsibility to fix since he'd be speaking mainly to foreigners who don't know how Brazil's federative units work... or maybe he just expressed himself poorly. Either way he may have conveyed the wrong message to the audience

This is the core of the problem. People are surprised. Nobody told them, what they should have found out themselves before. Founding an existence on flood sediments means to build on a ground that has been flooded extensively. Of course, we can't blame all those who already have been born in an environment like this. And I also admit that we would have to give up lots and lots of scarce living space if we would try to avoid all dangers. Water is just one of those threats.

It's important to mention that Eduardo Leite, the State government received budget for prevention and instead of investing it to avoid disasters, he used this budget in other places. He also disagree with climate change and modified the Environmental Rules on Rio Grande do Sul, what affected directly the way how we face this type of problem.

This tragedy could have been avoided, if it were not for the negligence and lack of prioritization of the city's representatives regarding the maintenance and hiring of specialized personnel for periodic maintenance and renovation of the dikes. There are much much much more deaths than 80 … many more. The government is super late and slow to help. Most rescues (more than 60%) has been made by the locals and civilians on their own boats and jetskies. It’s a tragedy that has not gotten all the help they need from the bad government we have here. Several days after the start of the unprecedented disaster in Rio Grande do Sul, the National Confederation of Municipalities (CNM) warns of the lack of effective support from the federal government for municipal managers and assistance to the population. The number of deaths has not yet been recorded as the water in many regions has not yet receded and it continues to rain in the state. 147 thousand homeless, according to data from the State Civil Defense. Regarding homeless and missing people, the data reported by the Municipalities reveals a dramatic situation. There are more than 283 thousand homeless. And what we have so far are promises, bureaucracy and a population that resists through its own efforts and the current of solidarity.

It’s doubtful that the Brazilian government or any government can do much to even contain damage from weather events. The exception of course is to avoid cloud seeding. Perhaps these Brazilian cities like those in China do not have adequate drainage systems.

I notice that the brazilian reporter forgot to mention Rio Grande do Sul governor. When he talked about budget for prevention he forgot to say that RS state, especially after the last two floodings last year, didn't put a dime for disaster prevention in this year's state budget. Of course the national government shoul be criticized, but he missed a very important part of the puzzle by not mentioning Eduardo Leite's (lack of) measures.

I am Brazilian and I can honestly say that local reporter Gustavo Basso omits the fact that the local government of the state of Rio Grande do Sul, Eduardo Leite, implemented several public policies against the environment in 2019. Regarding rescues and assistance to victims, Gustavo Basso omits the fact that the local, state and municipal governments have made drastic cuts in public service. As an example, the municipal civil defense of Porto Alegre is made up of just 8 employees to serve a population of more than 1.5 million

It's notorious how the Brazilian government incompetence has been clearly revealed upon this horrifying moment. The question is why haven't they tried to do anything to prevent this predictable disaster from happening earlier? Several proceedures could've been done prior to this massive flood that has taken place there, but not even a penny was spent to do it so, which is such a deplorable thing. In addition to that, I have to point out how shameful it is to see a president come out and say that it's a natural accident or something, when in fact we all know that nature has nothing to do with it, due to the undeniable fact that it's basically running its own course.

Most of the help in the south of Brazil, Rio Grande do Sul, is made from people to the people, the government took almost 4 days to take serious active help and also the government refused the help from Urugai that offered boats, helicopters, and people to help in the situation The government seems to want to take the credit for doing things, that the people did and are still doing way more than the government

Mr Gustavo Basso should be more clear about responsabilities in this case. Yes, it is an overwhealming situation but it was not the lack of initiatives from the Federal Government that led to this caos. In fact it was a byproduct of the misattention to the cricital alarms by the State Government (the governor of Rio Gande do Sul) and also the mayor of Porto Alegre. Both were warned weeks ago of the possibilities of a catastrophe but they did nothing. Mr Gustavo, with his commentaries, helps the idea that it was consequence of negligency coming from Federal Government but it was in fact something that could be prevented by the governor of the province of Rio Grande do Sul and the mayor of Porto Alegre. Instead, t they did nothing to prevent the catastrophe. Now they are running to fix the situation and only now they asked the help of the Predident.

The greatest help is coming from the civilian population itself. Hundreds and hundreds of volunteers saving people and others helping with money, clothes, food and cleaning supplies. Thanks to volunteer citizens, the population of RS is being helped. And the animals are also being saved and helped by civilian volunteers. Let this be very clear! Civilians are the great heroes of this calamity.
