Zakath is supposed to be spent only for poors and it supposedly not to be spent on other activities, such as government administration or military etc. there is specific guidance on zakath. There is another concept call “sadakkah” While Zakath is mandatory on Muslims Sadakkah is a voluntary donation prescribed in Islamic law. Typically recommended on rich Muslims. Sadakkah can be spent on things other than poor. For example, the nizammiah madrasas were created around 1000 AD by Nizamul Mulkh of Senjuk empire was created on sadakkah donations. There were over 150 madrasas created at that time across Iran, Iraq, Syria etc. which produced intellectuals like Gazzali, Persian scholar Saadi. Dimmi tax is very arbitrary. Actually Islamic law don’t have any prescription on dimmi tax. In fact Islamic law uses “you may tax the dimmi” which is up to the rulers but not a requirement! However. Islamic law prescribes “islamic state has responsibility to protect the life and dignity of dimmi”. Dimmi literally means protected people. In modern terms it would mean “religious minorities” in a Muslim majority country. While islamic law talks about protected people it doesn’t make it a requirement to tax the dimmi and like I mentioned in islamic law it says “you may” which also means “you may not”. It’s a choice. However. On zakath muslims don’t have a choice. Muslims to remain Muslims they must pay 2.5% of their movable “assets”, including monies, grains, jewelry. Dimmi tax was exploited by many Muslim rulers in india. There is a study in Egypt why a chunk of elite rich Egyptians didn’t convert to islam while poor Egyptians converted to islam. During Fatimid and Mameluke rules, the dimmi tax was a fixed amount on every head. The zakath on contrary varies as it should be 2.5% of assets. For a rich man who has a lot of wealth the zakath payment be mutifold larger than dimmi payment and for someone who has nothing he can escape by not paying anything or peanuts by becoming muslim and not paying any dimmi tax. This study is available on internet.
