Ylou got most of the way, but I could only write this answer in the last couple of months. You were right to mention empire, but the key factor was this was being shaped by Victorian Britain. The Romans went on the left and the rise of the British empire was in many ways trying to be the modern successor. In British schools, for example, the time after the collapse of the Romans in the 4th Century was called the "Dark Ages", because Europe returned to "savagery" once the order of empire was removed. One of the key reasons to go on the right was multi-horse long distance wagons were more controllable - such circumstances didn't exist on the British Isles and this ment the public had no concept of the type of travel and it's implications.
