I have locs (Sisterlocs) because as a natural, detangling got worse and worse and worse as my hair grew. I think if I'd known root webbing would still occur, I might not have gone this route. Loc popping is a must with SLs, and it's just another form of time-consuming detangling.

I can agree and I would dare to fault your consultant for not thoroughly explaining that to you because it should definitely be emphasized in the consultation as far as the care/maintenance of locs, especially Sisterlocks.

Should I spray my 3 week old starter locs every few days with an oil and water mixture to keep it moisturized?

I don’t recommend mixing them together but yes locs require refreshing.
