Even better, rotate cows and/or bison through first, then rotate the goats. They each prefer different plants/plant types and would do an overall better job together. And after the goats, you could probably even bring in pigs and chickens. Each one of these woukd turn the topmost layers of the soil, planting new, fallen seeds while letting others sprout and grow, and aerating the forest floor soil.
