The concept is cool, but hoi4 isn't suited for it at all. Real gang wars, at least as far as I know, don't include a solid front line with planned offensive operations and encirclements.

Every three hours they both run out of gas. Then they go to the station and refill their cars, watching eachother from the other side with angry faces. Then they drive back to the roundabout and continue the fight.

mods like this are usually never fleshed out or completed. They get to a point and then end up deprecated cuz the author doesnt wanna keep updating the mod for newer versions of the game

The MLP mod is still the weirdest one, and even more oddly the best HoI4 mod. The fact it fixes so many issues with HoI4 is just sad too. All those holes in the research tree like no new transport planes are fixed. Wingbardy Beakolini run is pretty straightforward.

A very good reason for knowing nothing about San Andreas is probably due to being quiet young at the time and having strict parents who practically watch your every move. And because they love you and want you to keep your innocence no GTA.

I actually really like the idea of the street to street combat. I think it really suits hoi4's combat mechanics well. I could imagine a Stalingrad game like this where you go block to block.
I'll admit this looks like a fun mod. Perhaps there could government gangs of police and fire departments divided into precincts. And have the Sherrif Department and the FIB and CIA counterpart too.
They should make it so that you can temporarily control CJ to add stuff to his stats like maybe make hom go to gym but it has a chance for you to be attacked by an enemy
