What you means is that there are no parrots there *yet*. There will be, eventually. Parrots are assumed to be tropical birds, and therefore sensitive to the cold, however Europe has a fairly large (>100K) and growing population of feral ring-necked parakeets. Winters in some of the areas where they are found, like central Germany and northern England, can get down to around -10C (14F), so they are clearly capable of surviving those temperatures. This means temperate woods are ideal for them, as they provide plenty of cover and are full of food, although they're more commonly seen in cities.
