First, this was taken from a replay, so while netplay was all right, it wasn't necessarily as good as in this video. Assuming that both players can run this game at full speed offline, there really isn't much you can do aside from raising the buffer.
Relatively recent versions of Dolphin have the options "load Wii save" and "sync save" that you would use when starting this game online. Of course, you also would need to have the Mii created. The actual file with Mii data is located at User/Wii/shared2/menu/FaceLib/RFL_DB.dat.
@@knit- Sorry, but I forgot to mention that was with portable.txt, which I normally use to keep all of the settings inside my Dolphin folder. For your configuration, it would probably be located somewhere like this "Documents\Dolphin Emulator\Wii\shared2\menu\FaceLib".
