They grind off the welds to make them more smooth, otherwise there will be crevices where they will not get paint on. Sand blasting is done just before painting as they tubes rust pretty quickly as does any steel except stainless of course.

I actually work for a company similar to this here in Texas. For welding we use 0.45 hard wire to weld root passes for the plates that are bent into a cylinder and also when they are fit up together. Afterwards they are welded with a Sub Arc welder. If there is any defects within the welds, they are gouged out and repaired using only .045 dual shield flux core wire.

it was already blasted to grey steel.. spec is SA2 1/2 cleanliness, 60 - 75 micron profile on those.

Unfortunately the factory closed a few years ago, a local contractor now owns it but it remains largely unused at the moment.

Steel cans can be re rolled after welding. I can re roll can to +-3mm on the diameter.

IM a Pressure vessel designer that worked with upto 8” rolled steel. 10 years have never seen a shell rolled not within tolerance. There are ways to deal with overrolled shells.
