Bruce Lee was the one who took that low kick out from Wing Chun and told many that this is what he found effective from the art in fights. You can see many of his teachings about those low kicks in his JKD books/videos/movies. One of Bruce Lee Principle: Longest Weapon, to nearest target. Approach with low side kick to the knee. There the Oblique kick, and low kicks are Wing Chun, but the hop-step/charge with a low kick isn't Wing Chun, at least I cannot find any records in the past of Wing Chun using it before Bruce, I believe that was Bruce Lee improvement to that kick which he has perfected.
