For years, the Republican-dominated Wisconsin legislature made sure that it would retain power even when it consistently received fewer votes. Democrats have finally overcome that hurdle and passed new, fair maps for state legislature elections, with an eye toward also adopting new maps for congressional elections. Rachel Maddow reports.

Except in this case, the partisan bias courts supported the Democrats gerrymandering maps and they are now forcing it through legislation. Oh man what a day to be alive when one political party controls not only the Executive branch and Legislative Branch of Government, but they also control the Judicial branch as well.. I mean, this hasn't never gone wrong and led to despotism in history before... but let me guess, this time it's "(D)ifferent" .

Courts were also tilted politically. A large number of midwestern purple and red states are like that. It's harder to see in the deeper south just because of the overall Republican influence in concert with education denial. Plus, the "fairer" a court system tries to be the more drawn out everything ends up being.

republicans only outnumber democrats in 3 or 4 of the 50 states. Republicans keep their seats for a variety of reasons. gerrymandering is one of the biggest reasons. The Sup Ct can stop it but with 6 of the 9 judges being republican that is not likely to happen.

Instead of chanting "SHAME! SHAME!", they would have been chanting "Hang Fitzgerald!" But that didn't happen. Instead, The People showed up to make sure their voices were heard by the people who were supposed to be representing them. Do not even try to attempt to whataboutism those situations. Representatives need to hear from the people from time to time when they go so far off the rails. That is a FAR CRY from preventing the peaceful transfer of power from one president to the next. If you want to whataboutism that, you won't be able to because Trump is the first and only president to do that. Sit down, fool.

The problem that Wisconsin has been facing sounds very familiar because that seems to be how the electoral college works. The Democrats are always getting more numbers than the Republicans, but these tiny states with hardly anybody in them are getting the biased representation in the Senate and House.

Once in place it is hard to undo. I have a BA in Political Science and a law degree and I could not figure out how to end it. The legal argument is that all votes in a state should have equal weight. The US Supreme Court is the body that can fix it. Not likely with a 6-3 GOP edge in justices. The remedy is keep democrats in the white house long enough to gain control of the SC then the party harmed by Gerrymandering brings suit all the way to the SC.

this is an example of why we become upset with government. No injustice to the American people should take this long to be rectified. I am 84 and I shutter every time the Republicans mention Social Security. Why can't we keep laws we have fought so hard to have. Roe Vs Wade, Medicare, and regulations that affect our environment, gun control etc. It seems any laws we make are torn away through time. We live on the edge all the time and why should we? We need stability, any time a nut is voted in we lose.

We need to fix our gerrymandered maps in Ohio too. Our Republican led State Legislature has been ignoring our Supreme Court to fix our maps (and those were Republican led Supreme Courts). We also are about 50/50, but Republicans have many more seats. The Electoral College needs to go too. I know Trump and Bush Jr. lost the popular vote but won because of the Electoral College. How much better would we be if they had become President? MUCH BETTER!

Democrats also raised concerns that under the bill, the maps wouldn’t take effect immediately. That raises a legal question for any special or recall elections that take place before November, given that the state Supreme Court already ruled that the old maps are unconstitutional. Evers said Monday that “these maps will take effect immediately after publication and will be in place for the fall elections.” He also asked the state Supreme Court to clarify that the maps will be in effect for any special elections prior to the November election.

Michigan formed an independent group to redo the maps for state and federal representees. It has had great results but local elections are still only have republican candidates, so voters get no choice, even at primaries. Our voting rights are very fragile.

I'm a native. I've been SO frustrated at the idiots and wingnuts that have been representing us. Glenn Grothman, Ron Johnson. It's bad at the local levels as well. Maybe, just maybe, this is the tide turning. I remember the halcyon days of Herb Kohl and Russ Feingold. Wisconsin was solidly progressive for a long time.

To preserve our democracy, we must have federal law establishing how redistricting is accomplished in every state, hopefully by nonpartisan citizen's committees with the help of computer algorithms to draw COMPACT, equal population districts using census data maps. Gerrymandered districts affect everyone, no matter which state you live in, because the federal legislation enacted by House representatives impacts us all.

The system is out dated and easily corrupted. I think districts and electoral college should be abolished. Every vote should count as a vote no matter we’re in the country you live.

I agree if they let the people vote and not the electoral college a dictator would never be able to run for office ever again there would probably even be something in writing that if someone tries to re write or ban anything in the constitution they would be facing a life or death sentence. A small majority of fake religuous people would not have any say in what people do with their healthcare because there not medical experts and their prayers don't always save people it harms people too.

Gerrymandering should be illegal. But the fact they think it's changing the way people vote. But really the people will still vote the way they still want too.

It doesn’t change someone’s vote. It makes it so the people voting for the other party doesn’t matter. Every state has a bunch of districts that have elections for state seats. Gerrymandering changes those district boundaries so one party gets more districts where their party has the majority. Here’s an example: you have 8 cats and 7 dogs in a “state”. It has 5 districts. Watch how I split up the districts: 1: 3 cats 2: 3 cats 3: 1 cat, 2 dogs 4: 1 cat, 2 dogs 5: 3 dogs Dogs are in the minority, yet by splitting up the state into the districts this way they get 60% of the seats for the state.

We have the technology today to be able to take census data, remove partisanship from the program and have computers draw the maps with only population involved instead of how certain areas vote. We should have new laws to have it done in that way instead of letting powerful people fuel their addiction to power. Also, we seriously need term limits for congress and the judiciary. Yes, I said the judiciary as well. 10, 15, 20 years; I don't care. So long as this idea of a lifetime appointment is put to rest for good.

The question is, would independently drawn, non-partisan districts still create the situation where Democrats win more votes, but fewer seats? A lot of Democratic votes are concentrated in the Madison/Milwaukee areas. Maps drawn with logical/non-convoluted lines that unite "communities of interest" would likely result in numerous deep-blue urban districts, which is exactly what Republicans and their more spread-out rural voting base need to win control with fewer votes.

It certainly depends. Grouping like-communities together does skew the math somewhat, but the other thing that helps to balance that is making sure the districts are roughly even in population distribution. Densely populated areas get carved up into more small districts, and frequently end up including slices of areas beyond the urban and suburban sprawl. Depending on how an independent redistricting committee handles that, it could probably balance out. Having it be somebody independent (hopefully) reduces the amount of packing and cracking that goes into making districts, though
