When Syria and Russia where having their price wars at thr start if the pandemic, Trump purchased as much oil as possible to fill out reserves in an attempt to stabilize domestic oil prices and prevent domestic suppliers from going bankrupt. The only reason there is so much reserves to continually release is because of this swift action. Interestingly, we should actually be making a profit by selling off these reserves that we're purchased at a much lower price.

Not really, Hawleys arguements are misleading. To secure a lease today has ZERO effect on the price of oil today. The leases are for access to construction, which you have to then proceed with building the rug, getting it out there, getting it operational, getting supplies from the rig back to the country. At a minimum the earliest a newly leased rig would impact oil supply is 2 years out.
