A great question maybe they have done. I doubt it though. But may be proven wrong. In the uk when somthing similar happened with segways this is now like 20 15 years ago the police put a big news story saying they were going to start prosecutions for a day or so after the report. And warned people not to use them. If the Japanese police did this then fair enough fairly warned.

@@stefanspodcast It was a Chinese lady, so there is no way she would see it even if they did that. Japan and China are practically enemies nowadays and don't communicate much.

It would be a normal driving licence in this case or a bike license I belive

6 kph is a brisk walk. That's the limit on a throttle.

I see no reason to feel sorry for her. She got arrested/fined because she was too ignorant. Riding an electic vehicle without an insurance is usually illegal anywhere in the world.

Nah you don't need insurance for riding an electric bike and they can be way faster.

Pedal assist only e-bikes are not considered to be real electric vehicles. As soon as it has a throttle insurance becomes mandatory in most places (except the us or china).

Fun fact: There are also places around the world that don't allow public use of electric (kick) scooters at all - like the Netherlands and the UK.

..did a full vehicle inspection.... No Breaklights was functioning, Parking breake was missing, turn signal didnt work, the horn didnt work, no exhaust pipe could be found and the catalysator was missing, the tyre pattern was to shallow wich resulted in a immediate driving ban, wehicle was impounded and as it had a driving ban, had to be towed away with a tow truck ...

I think she just got away with no speeding ticket lol top speed less then 20 even in Japan thats a hard one to brake lol.

I am not sure, I tried to look it up but it's pretty confusing. I think depends on the type of vehicle. And what features it has what it's top speed is and how much power it has.

most likely, depending of what kind usually need a license everywhere as faar i know... some r rly very fast exceeding 30km/h top speed ..

​@@stefanspodcast Usually the type of electric wheelchair that has a "steering bar" like a motor cycle or bike (Rascals) are much faster than the heavy and slow classic permobiles that you steer with a joystick. These needs to be in different classes if they're not. :) In my experience, the "very" physically disabled need the joystick version and people who're just really overweight or fragile may need the rascal version. But in my country you get the professional one for free if you can prove you're disabled, the rascal is something you buy yourself.

@@stefanspodcast well, alot happend since the first one was made by Saab in 1963 (electric) (its now classified as an electric car).. and the path to a green enviroment and electric cars has also accelerated wehicles for handicapped ppl, motors and batteries etc... nowdays many have mani cars/wheelchairs not only aimed for handicapped ppl, but also teenagers who can have fun driving them (and thay are exellent in testing the limits lol) .. theres sevral that does 45km/h+ nowdays, wich u need a licence for ..im from Sweden btw (if it wasent obvious)... maby im a bit biased..

That's illogical law. Scooter is 45 km/h 2.2kw. Scooter also has 4x more torque because mid-drive type of transmission / gearbox. It's illegal to ask license, registration and insurance from electric scooter under 10 kw and 45km/h.

The UK had similar laws that didn't make sense for seaways years ago. Its a werid one.

In the UK. 250 watts. Not more than 25 kph if pedalling 6 kph with a throttle only So she fails on the 6kph. So driving license? Tax Insurance Driving license Operating a motor vehicle in a pedestrian area. Not registering the vehicle. Careless driving for the pedestian area Ignorng traffc signs Not wearing a helmet. Carless for sitting outside of the vehicle No type certificate. Depending on the age of the suitcase, no MOT and most probably assault if anyone had to move out of her way

@@az9az9az9 In a 20 mph, that's an offence. Cyclists love to say, no offence of speeding. There is an offence of not obeying a mandatory traffic sign. Speed signs are mandatory for engine and propelled vehicles like cycles.

Yes, I think they are just doing the no-driving licence but they could go extra hard in the paint. Carless for sitting outside of the vehicle. I just imagine her trying to drive it from inside the suitcase :) . Suitcase is definitely not Mot exempt i think it's 30 years plus for no mot lol.
