You omit to mention 2 key facts when discussing Chinese "provovocation" by warplanes over Taiwan:- Firstly the "identification zone" includes airspace over the mainland and the jets were not flying over Taiwan at all - just detected and identified on long range radar. Secondly, the US State Department website acknowledges that Taiwan is a province of China - it is part of China so even if actually overflying the island the jets would still be in their own airspace. Sorry about the inconvenient truths.
The Taiwan's defence air zone was created by the US for Taiwan. I think at that time China haven't acquired any air defence planes yet, so having Taiwan's zone right into some provinces of the mainland was not a problem. Taiwan's surveillance planes had a good time flying over the mainland without much opposition.
