At that point, people just need to stop interacting with him altogether. If you get arrested/detained/searched by him, just let him do what he wants to do because it seems like nobody can stop him anyway, don't answer him, don't talk to him. You have the right to remain silent so just use it.

Because that's feeding Penta's baiting. What the boys should be doing is just reporting Penta for NVL and Power Gaming. NVL for running in front of the car (on more than one occasion too) to bait shooting. Power gaming for his other tactics. Yeah I personally would never tune in to any stream penta does, let alone RP. It's very awkward and heavily forced... It's almost like his pure intention is to leech views off of all the more popular streamers. The reason that he does it is because he has had some problems with CG on his old cop which lead to him getting fired so he is OOC mad at them. Now that he is a cop again he is deliberately targeting CG and just put random charges/ warrants on them.
