Vichy France was not an Axis member! Officially, Vichy France was still at war with Germany. The armistice was just a ceasefire, not a peace treaty. Also Vichy France was not fascist. Marshal Pétain was a military dictator. While Vichy France did have a Fascist Party, they were not in power, Pétain was not a member, and indeed, the French fascist did not like their dictator very much.
