What its happening is that the modchip, when shorted, it's taking a lot of current from the PSU, so the RAM gets corrupted and the CPU and other stuff go underclocked. Making the system unusable until the console is reset. Now, that code means something is wrong like a bad soldered pin or a resistor falling out. I read the code "07" means something with the HDD or DVD drive. Check out if the IDE cable has disconnected over time or just send the console to a technician.
The modchip takes too much power and the system components cannot reach the normal clock, timing things out such as (drumroll please) the boot drive! it could also be that the boot drive isn't receiving enough power to spin up, but if it was that it should've booted and then shut down
But even then, support for registry hives doesn't exist in the Xbox kernel, nor does support for executable files. No proper user-mode exists for the Xbox kernel, either. well, they actually fixed my original xbox although it had a softmod where they actually installed some extra programs. idk why but they did it but it still was 2015.
Xbox 360 has a tri core PowerPc the original does not. I tried running windows 95 in dosbox it was slow and not usable. Linux works it is also useless because of the processor and because its emulated. You can't run native windows on a console.

speaking from six year after this came out, the error code you got at 0:27 is the error 07, this means that there was a Hard drive timeout or the HDD taking too long to be ready. This is probably due to a loose connection or faulty wire but if you’re using a SATA to IDE adapter, it’s possible that the adapter you’re using is not compatible with the drive you’re using or isn’t compatible with the Xbox at all. This may not be the problem but it could mostly mean that the consoles DVD drive is broken preventing access to the hard drive via the IDE bus
I had a PS2 that made that motor sound 2 weeks after I bought it. I traded it at Blockbuster Video where they test for glitches. Lucky for me, it didn't glitch when they tested it and I got $50.

when the xbox video card is broken or has a loss of power it creates the lines, the startup process runs a video, most likely if the video crashes or displays white lines it has a bad psu, graphics card, or video cable/output.
