Most likely Oda gave Bandai and Toei permission to drop hints of her foreshadowing her inclusion into the crew as in the merchandise and a soundtrack that is exclusively used for the straw hats. Also, her VA, Saori Hayami is a top tier seiyuu and there's no way Toei are going to recruit someone immensely popular for just one arc.
