*YES! Give him some DEPTH!* The WASTED POTENTIAL of Batman's Greatest Villain by Pastra 

One huge missed opportunity in the comics was during the Blackest Night event. Representatives from every color Lantern Corps had to fight all these zombified superheroes, and they each got to temporarily deputize one person from Earth that fit their corps. Scarecrow got a Sinestro Corps ring (powered by fear). Unfortunately, Lex Luthor got the orange ring of greed, and his greed led to him stealing Scarecrow's ring.

My favorite Scarecrow story is "Fear Of Faith". It takes place during the time when Gotham got destroyed by an earthquake and was reduced to an apocalyptic wasteland dubbed "No Man's Land". When several other villains fight for control of the wasteland, Scarecrow simply takes shelter in a church with a small community of other people. He doesn't have a lab or any of his fear toxin. Just his genius mind. And as the Father who runs the church becomes desperate to provide for the people he has taken in, Scarecrow sees an opportunity for study. He starts to manipulate the Father into taking more questionable actions, all the while slowly seeding paranoia and discontent throughout the community to the point that they are ready to kill each other. And what makes it so disturbing is that Scarecrow isn't doing this to prove a point. It's just an experiment. He doesn't care about these people because he doesn't see them as a people at all, just pawns to be used for his studies into the science of fear. That is scary.

Huggbess has an incredible video in this same vein, talking about an obscure vintage Batman villain, the Penny Pincher, it's called "Batman's Most Worthless Supervillain" and it's a great watch, I fully recommend it if you're interested. It might not be quite as fun a watch as his "Snowflame, the Cocaine Powered Supervillain" video, but still great :D

The scarecrow not only uses fear toxin, but also deadly farm tools, like pitchforks, sickles, and scythes, he also knows martial arts and he created his own dancing like style mixed with Kung Fu that makes him able to stand up to Batman in a physical fight. One thing that is sympathetic about the Scarecrow is that he was bullied constantly as a child for his scarecrow like appearance and also because he resembled Ichabod Crane the cowardly school master from the legend of Sleepy hollow.

To be fair with the DCAU Scarcrow, he was also interested in the effects of fear, but it was only used for a short flashback before that scene where his bosses fire him. Mostly because, like in the Nolan movie, he was actively mentally torturing people, one of the scenes being him looking into a room where there's a blonde woman and she is COVERED in bugs and the room itself is stuffed with them. With his head peeking through the observation window with a smile and a cackle. Will say, it did sort of repeat the same issue even in his episode The New Batman Adventures (which was a time skipped run that took place later on with the events of the Superman Animated series acting as the timeskip, BTAS acting as "season 1", Batman & Robin as "season 2", then TNBA as the "season 3" as presented on HBO Max, but Superman is MEANT to be between seasons 2 and 3 of Batman) which centers around Batgirl. I will say, some have mentioned in the comments before but, Arkham Knight feels like one of the best depictions of Scarecrow to me, it does a lot of what Pastra asks for out of a Scarecrow plot.

I believe that the best way to portray the Scarecrow is to make a point of showing that he isn't entirely reliant on his fear-toxin; it really helps, and it's a main part of his character, but that doesn't mean the Scarecrow can't be a master of fear without it. For example, Jonathan Crane as a psychologist has always had a fascination with fear; he spent years studying the fears of his patients, mentally and emotionally torturing them with experiments that not only enhanced his patient's fears, but made them debilitating. So, it could be safe to assume that Scarecrow, while also a genius with chemicals, is also a master-manipulator, with the ability to analyze his victims, push them the right way mentally, and eventually make them snap. This actually would make him a very terrifying villain because even without the fear-toxin, he could convince a person to hang himself or an orderly at the Asylum to poison/attack other patients/staff by nurturing their paranoia with the right triggers. This would not just make him dangerous, but highly unpredictable; he can make turn even the most sane individuals insane, or brainwash a person into following his will if he had enough time with them.

Gotham had a very good final costume for Scarecrow. It integrated his Hat and scythe, needles on his right and skull like burlap sack. His other costumes are also really good one being an almost inspired Arkham knight design.

I feel like most of Batman's rogues gallery have the potential to be devastating to Gotham, but only once. Once Bat's figures them out, they fade into obscurity. Batman and Spider-Man are very similar in that way. They meet a new villain, the villain gets away to progress their plan, after telling their opponent what the plan is. The hero goes home to prep for the next encounter, then the hero wins. Almost every time. How they manage to escape super villain prison, or Arkham to continue being a foil for the main character is just ridiculous.

In Batman Arkham Knight, Scarecrow doesn't want to kill Batman but humiliate him because at that point Batman is seen as a fearless hero, and wants to show the world that it's not true, in a way exposing him as a fraud, one piece of monologuing I remember Scarecrow saying during a stealth segment of the game was, "Look at them Batman, as they quake in terror of the creature that stalks them. This is how you like your prey yes? We both use fear Dark Knight, but only one of us understands it" Even in the Scarecrow Nightmare missions in Arkham Knight he asks "How many will I kill because you could not do what needed to be done to keep me off the streets?"

You should know that he actually made a follow-up to this video that talks about the way Scarecrow as a character was reimagined in The New Batman Adventures to create his best design. I really hope you also react to that video as well.
