Soundwave has a mouth. Canonically too. It's covered by a face plate. There's several comic panels from different series showing his mouth, with that particular design. Most are from before he's learned to gain control of his power, before he joined the Decepticons, but there's other instances in marvel comics, which look terrifying, and then in IDW. I think the panels in IDW were when he had to take his helm off to hook up to something. Haha Shockwave doesn't have a mouth though. He used to, I suppose, not anymore.
