swap the wheels from right to left and see if the tire balloons when its on the other side. this will isolate the tires being the problem or the drivetrain. I based on all of the wheels slowing to a stop at the same time, I suspect its the tire. It could be a slightly thicker rubber or different mold was used in the manufacturing process leading to different stretchiness.
