Shame that Michael eventually had to hurt Tom at the end of Part II. He was slowly becoming a zombie and could not trust anyone, not even his most loyal adopted brother. Tragic.
Why are you lying? When did Michael stop trusting Hagen? Never Which is why he plotter murder of Roth with him. Now, Hagen was planning to leave him as obvious from the script. And he wasn't a zombie. He was vigilant and serious. His father thought him to lead the family that way. He did everything to protect Kay and when he lost her he got diabetes, aged over night, stopped smoking drinking killing, never took the ring of his finger or touched another woman for the rest of his life.

Him becoming the don would of made the Corleone family even more powerful in an alternate timeline , Tom would of led the family into way more legitimate businesses and other legal work making them an untouchable powerhouse since the legitimacy would keep the law away , while the law would be taking down the other families still stuck with wartime Consigliere's

Godfather three originally was going to be Tom defecting from the Corleone regime, and going against Michael. Robert Duvall required his salary to be the same as Pacino's, and they couldn't come to an agreement on it... It breaks my heart knowing how good that third movie wouldve been instead of the crazy, confusing, convoluted mess us fans received instead.
I believe Martin Mull said "Hollywood is like high school with Money " and he may be right. There are so many movies that could have been made but the suits in control didn't want to pay the ticket

If you have not been in the military as an E-1 you might not understand being "weak" as in rank but smart as to knowing your job/regulations/section & unit operating procedures and as much of the U.C.M.J as possible. You do. But here Michael was referring to Tom as an “interim head of the family”. He would be in charge until Michael got back from taking care of Roth and should Michael be assassinated. If Michael was killed, surely the rest of the 5 families would never tolerate Tom as head of the Corleone empire and they would have plotted to over throw him right away.
Because Michael really did want to go legit and he needed someone he could completely trust and who was a clean as a whistle. Tom was to take over operations in Nevada and Michael couldn't pass the casino licence review being a suspect in the murder of a (crooked) police captain. Part of being legitimate means needed a squeaky clean lawyer
