There are two pumps. One for windshield and one for headlights. The one from headlights it's burned and only by replacing it with a new one will make it work. Also check the fuses.

The former owner of my civic just stuck the cap on to make it look ok. I didnt even know what it was, however at night when I cleaned my windscreen, water would fly onto other cars. Anyway I took it off and had to buy the parts and got it fixed ny the garage. The right one works but the left one doesnt even pop out. Would you know the problem?
Possibly the hose wich goes in the right headlight washer pump it's probably blocked or closed and that why the fluid don't reach the pump to push it out and spray over the headlight
Yes, when you trigger the buttons for the headlight washer the pump will push the water out and the pressure will push the little pistons out of the bumper and the water will splash on the headlight.
Hello, if you have a little square under the front headlights it's meaning you have this option on the car, to use it and to make it functional you have to pull the lever from which you turn on the windshield wipers a few times and they will open automatically and spray windshield cleaner on the headlight to cool them down and clean them at the same time. You can't stop it, if your headlights are not turned on the headlight washer will not work, only with headlights turned on will start working, and you can use a special scanner tool to stop it from working permanently if you want this.
Car manufacturers do this on purpose. In Honda there is exactly the same headlight fluid pump location. You have to remove entire bumber, tear off half of the latches, damage the radiator cover and break the parking sensor wiring. Or go to the autohorized service and left them 100 Euro for bumber replacement.
