There are different layout configurations that you can have when hosting your event (This is far as I know, please double check with venue first).
1. Ceremony at the waterfall, cocktail hour on the lawns, reception & dancing under the tent
2. Ceremony at the waterfall, cocktail hour under the tent, reception on upper lawn, dancing on lower patio
3. Ceremony at the waterfall, cocktail hour on the lower lawn, reception & dancing on the upper lawn (depending on space/guest count)
4. Ceremony at the waterfall, cocktail hour under the tent, reception & dancing on the upper lawn (depending on space/guest count)
5. Ceremony at the waterfall, cocktail hour under the tent or upper lawn, reception & dancing on the lower lawn
Having this flexibility in the layout gives you more control about how you want your wedding event to flow.
