That means that for any sequence of four notes there are 16⁴ = 2¹⁶ ≈ 65000 possibilities. So if he's playing 50 four note phrases in this video, there would be a chance of around 0.1% that he will play one specific phrase. In practice that's of course bullshit, the probability is waaay higher (maybe ~50%) because he's not improvising completely random. Rather there are maybe 4 possible following notes to play after one note, that would make sense. And also this phrase that they are singing/playing is quite common and natural to use for this scale/genre.
