So all the reports online on how to do this are wrong. While creating achievements for this set, I was able to discover how this really works. The game keeps a count of your surrenders. You need to surrender 20 times before reaching area 4, but this also includes area 4. In other words, if you surrender 20 times in area 3, it will keep that count, and once you reach area 4, the game will check your total surrender count and will show up in the shop. While surrendering, you can use the "Try Again" option, it also counts. So to summarize, you need to surrender 20 times, the piece will appear once you reach are 4. You can also surrender 20 times while in area 4 if you like, it counts those too.
He's like one of my all-time favorite monsters for many reasons and I'm pissed that you had to surrender 20 times an area three or four. Out of all the monsters in the game it had to be my favorite one to play in Yu-Gi-Oh games.

@@Waygames13 This is old, but this instruction is not correct. You only need to surrender 20 times before reaching area 4, though area 4 counts too. In other words, you surrender 20 times in area 1, once you reach area 4, Celtic Guardian will appear in the shop.
