Both those countries have a context to them namely, American sanctions and war. Not an inability to reform. Chang Ho is actually spot on when he says not to get trapped in labels line socialism and capitalism but to have regulated markets. Something India is slowly slipping away from as it enters the US sphere of neo- liberal influence.
