I've heard that it's best to only replace the wax capacitors that handle the most current. The low-voltage ones can be left alone.

You can usually get away with leaving low-voltage waxies in, but it's definitely not 'best'. They still leak and degrade performance in a variety of ways; they just won't (usually!) blow stuff up like HV caps.
