Yes for a fresh install you'll have to shut off the water as the control stop is not installed and there's no way to prevent water from coming out.

Thanks for watching. You'll want to match the gpf flow rate of the toilet or urinal with the gpf of the diaphragm and relief valve. Zurn diaphrams come in kits that are setup for that gpf: www.amresupply.com/search?q=zurn+diaphragm or you can just replace the diaphram membrane itself as listed here. You would just match the same colored flow restricting ring: www.amresupply.com/part/P6000-ER15-USE-P-6000-ER15

Thanks for watching. You'll want to make sure that you match the flushometer based on type: Urinal vs Water Closet. Then match based on flow rate (gpf which is gallons per flush). If you're replacing the same flushometer, then you can look for the flow rate as it is often printed on the side of the flushometer, or on the side of the toilet. As well opening the old flushometer you can tell what flow rate it is by the type of diaphragm and flow restricting ring.
