This worked!!! Thank you soo much. I'll add a touch of clarity that I see a lot of comments don't understand. You need to get the NEW phone working with sim card but NO appleid... so then the code goes to the new phone with SMS Text (not iMessage). It took me a bit to get the new phone accepting calls but that was from service provider. I kept testing as to when the NEW phone could make a call out and accept one in. Note: it will only accept text messages that are SMS Text - not iMessage (because there is no AppleId signed in). I hope this adds some clarity.

Hi i did the same method but apple forced me to choose one of my phone numbers (trusted one). Thankfully i am able to use one or them but it just fails to send a verification code to the number. What to do at this point? I forgot the recovery key too.

What if nothing comes up when you plug in the MacBook that is stuck on a boot loop? I was able to get it into target disk mode with the symbols on the screen, but when I plug it into the functioning MacBook, nothing happens. And yes I have checked and the cable itself works fine, as well as the ports I am using.
