When i was stationed in So Cal my out of state plates kept me from illegal parking tickets, etc. They knew it was a waste of time, who in their right mind would pay them or bother going to court.

It's a Sheriff. I've been harrassed by them because I didn't put my new tags on the car. Also I was driving on route 66 after a late hockey game. There was no one on the street except headlights a 1/2 mile back. I changed lanes without signaling (because I was alone on the street) then the headlights way the back there flipped on the cherries and berries and pulled me over. Lo and behold it was two Sheriff's pulling me over because I didn't signal.
He doesn’t even know how to properly test the exhaust noise. By the NTHSA and TUV in Europe you have to be in an open area (zero buildings) going 30-35mph in 3rd gear at 75% of the Max HP RPM. I had the same exact issue in Germany when I was stationed there. The German got fired for putting the decibel reader 2ft from my SV650S exhaust. And he did a Harley the same way, but said that is how Harley’s are made. I filed a complaint with the Garrison Commander and the TUV station in Ansbach, Germany. They revoked his license to work on cars. They have updated the guidelines to make EVs have that annoying sound so no one gets hit by one.

California is a state with too many regulations that don't address the fundamental cause of problems - which is always people. The reason for this is that lawyers both write laws and make money from confusion and conflict - a clear conflict of interests. A simple state noise level law that defined maximum allowable levels by location (eg roadways by speed limit, industrial, residential, etc) would apply to anyone making excessive noise regardless of where they resided or what they used to create the noise. If a vehicle's properties were regulated by the state, then additional charges could be applied.

Dude you need to write that cop up and show your video to his watch commander this will teach him a lesson not to mention put a bad mark on his record, you are allowed to visit for 10 days with out getting threatened by a cop for arrest, even though 2 years has passed, I would still do that.
